柳原銀行は，明治32(1899)年，柳原町(崇仁地域)の町長であった明石民蔵(あかしたみぞう)ら地元の有志によって設立されました。 被差別部落の住民によって設立された，日本で唯一の銀行であり，当時，差別のために資金を得られなかった町内の皮革業者等に融資を行い，産業の育成・振興に大きく貢献したほか，その利子を地元の小学校の運営資金や道路建設資金に充てるなど，自力で差別を撤廃していく模範とされました。大正期には，山城銀行と改称し，事業を拡大していきましたが，金融恐慌などの影響を受けて，昭和2(1927)年に倒産しました。 その後，建物は商店や借家として使用されましたが，昭和61(1986)年に道路の拡幅工事に伴う建物の取壊し案が出たことを契機として，地域では，建物をまちづくりのシンボルとして保存する運動が盛り上がり，保存に向けた様々な取組が行われました。また，平成元(1989)年に本市が実施した調査において，貴重な明治後期の洋風木造建築物であることが判明し，平成6(1994)年，京都市登録有形文化財に指定されました。 こうして，建物保存に対する地域の熱意と本市の取組とが相まって，建物を移築，復元することとなり，平成9(1997)年に柳原銀行記念資料館として開館しました。 当館は，地元の方々から寄贈された貴重な資料をはじめ，地域の歴史，文化，生活等に触れる展示を通じて，同和問題をはじめとする様々な人権課題への正しい理解と人権意識の普及・高揚を図る啓発施設として多くの皆様に親しまれています。 （京都市） The Yanagihara Bank was established in 1899 by local volunteers such as Tamizo Akashi, who was the mayor of Yanagihara Town (Sujin area). 京都駅の東側「崇仁地区」のシンボル、柳原銀行は「被差別部落の住民によって設立された日本で唯一の銀行」でした。明治32年（1899年）に明石民蔵（柳原町二代目町長）や地元有志が創立し、地元の皮革産業振興に貢献したほか、その利子を地元の小学校の運営資金や道路建設資金に充てるなど「自力で差別を撤廃していく模範」とされました。

その後、大正期には「山城銀行」と改称し、事業を拡大するも昭和2年（1927年）の金融恐慌のあおりを受けてあえなく倒産。その後は商店や借家としても使われ、ついには国道24号線の拡幅工事に伴い取り壊される寸前でしたが、平成9年（1997年）地元の熱心な保存運動により、また調査により京都に現存する銀行建築物のなかでは1906(明治39年）の旧日本銀行京都支店(現京都府京都文化博物館)に次ぎ古く「木造の銀行建築」としては「全国で現存する最古の一つ」であることも判明し，平成6年(1994年)には京都市登録有形文化財に指定、現在地に移築して「入場無料」の資料館として生まれ変わりました。

同館では常設展示として、近代以降の地区の教育・産業を支えた「柳原銀行と人物史料」や、大きな産業として続いてきた「製靴業の道具・資料」を紹介しています。また「全国水平社」運動に関連する資料も展示しており、毎年１回の特別展、企画展をそれぞれ開催しています。

2023年度に京都市立芸術大学移転により大きな変化が予想されるエリアにおいて貴重な資料展示を通じ「同和問題」をはじめ様々な人権課題への正しい理解と人権意識の普及・高揚を図る重要な啓発施設として多くの皆様に親しまれ、...

河原町塩小路交差点を南に行った東側にあるのが柳原銀行記念資料館（やなぎはらぎんこうしりょうかん）になります。

柳原銀行は、明治期に京都府柳原町（現京都市下京区）で設立された私立銀行。被差別部落の住民により設立された日本で唯一の銀行であり、皮革業者等を取引先に抱えた。

国道２４号線の拡張により解体が検討されたが保存運動が行われて同地に移築復元されて1997（平成9）年から柳原銀行記念資料館として開館しました。

地元の方々から寄贈された貴重な資料をはじめ、地域の歴史、文化、生活等にふれる展示を通じて、部落問題への正しい理解と人権意識の啓発施設になります。
