If there are foreigners who know of the existence of this place and visit, they are probably people who are familiar with the geography of Japan. This is the westernmost part of Tokyo. The east side is what we imagine as an urban area and very prosperous, but the west side is not so prosperous due to the mountains, climate, and difficulty in accessing the area.
Although this is Tokyo, train service is very limited compared to Akihabara, with only about two trains per hour. So it is important to plan your schedule well. Have fun!
