The facility and staff are very knowledgeable & helpful. The state of VA on the other hand, not so much. I'm 100% disabled & retired from the U.S. ARMY. Fully service connected.
I have lived in multiple states since my retirement, to include WA,OR & CA. When filling for handicapped or DV plates, it's a simple as providing my award letter along with my disability rating. To which I receive a DV plate for my vehicle.
However, the state of VA is choosing to require a second form of proof of disability in the form of a paper document (MED10), filled out by a va physician further providing proof of handicap status. In that their determination of disable vs handicapped is beyond contradictive.

Handicap is more about the relationship between a person and their environment, rather than a characteristic of the person. For example, someone who is born blind might have an impairment that prevents them from reading printed material, which is how most information is shared. If they are unable to attend school because of this disability, that would be considered a handicap.
So, I've been 100% disabled retired since 2011. The state of SC, allows parking to disabled veterans free of charge in any state run parking space. To include handicapped spaces. Quote, SC state police myrtle beach, SC.
My problem here is the following. Your requirements of proof of disability per handicapped status. And the separation in definition between a disabled veteran v handicapped veteran.
Some days, my MS will allow me to function and operate nominally. Others, not so much. The United States Army, said I couldn't even retain my position and change my MOS. They labeled me as non operational and forced my medical retirement. So seeing as I am not able to continue my occupation as a soldier, that should by definition be considered a handicap. Was told to pick multiple transaction appointment. To my understanding that meant since we both live in the same home we would be 1 appointment. They want you in and it within 30 minutes. Blows my mind. Mind you I had myself and my husband. All I wanted was to change address on our driver's license's since we got a mail box at our home and got rid of our post office boxes. And change addresses on registration for our vehicles. Plus put 1 vehicle in both of our names. Well.. I could only get my driver's license done (my husband could not). Got 3 registrations done since they were already in both name. The employee transposed the license plate number from another one of my vehicle's to the one vehicle that I was having put in both our names. Never got the titles changed. My husband kept telling the woman she was putting the incorrect license plate number in,but she said "I've got this, I'm putting in the correct information". Well needless to say,I was pretty irritated. Paid, got to the Jeep and looked over what was done, and had to go back in to get it all straightened out. They act like everyone has the flipping plague. I had on a face mask as well as the supervisor and she wanted to look at my paperwork from 10 feet back. She was so confused as to why I wanted my license plate number on the registration instead of the incorrect one. After finally getting that one thing straight, I will make another apontment in Amherst to have the titles done and I will use the web for my husband's license. Ā Ā Ā Read moreI am editing my review to add another experience. When I went to the DMV in April 2023, I changed tags from a vehicle I sold to a vehicle I had recently purchased. The DMV put the tags on the wrong vehicle in their system. This caused two of my cars to be illegally tagged/registered. I was not aware of this until almost two years later (I pay my tags for a couple years each time). I was pulled over.. then after notifying the DMV, they apologized and said they would look into it, confirmed what I thought happened, happened. Then I had to go to court, in the end I still had to pay a court fee is $79. The DMV should be responsible for this bill, but they won't pay it. Very disappointed with our local DMV. The manager thought she should laugh at our repeated attempts to obtain permits using the instructions on the website. We came in twice in one day with what they told us to furnish. Not only did she laugh near us about us, but she also immediately afterwards went around the corner and called another employee over who also then laughed immediately after dealing with us. This is our 4th time in here during our work hours trying to complete tasks that should not be so complicated. Her rules are different than what the website says. Shirley Crouch is the manager's name who laughed at us and then spoke about us to other employees who also laughed. Not cool that we take off of work to come in and that is how we are treated.
