13th St — Local services in Philadelphia

Got off the trolley at 1:15 am and tried to exit but every exit was locked. Lady on the helpline sent “septa police” to help us get out but no one came for 15 + min. We were able to walk underground to city hall and lucky exit by hopping a turnstile. How poorly managed can this city’s public transportation be, that they would have a trolley stop at a completely locked station without a means of exiting? We could have been put in a dangerous situation, had we encountered the wrong person at this hour in this prison...
