Cabarrus Parking Deck — Local services in Raleigh

I had looked this parking deck up online so tried to park here, but the part available only had about 20-30 spaces which were all full. A key card was required to move beyond this area. Naturally there was a traffic jam of people trying to fit into these spaces. I called an attendant who confirmed that these were the only available spaces unless you had a monthly subscription. Why advertise this place as having public parking at all? A total...
