A cafe inside the Matsue History Museum. You don't need to have a museum ticket but you need to put your shoes in the entrance lockers. The menu is simple, mainly matcha and Japanese sweets. The place has tatami mats and has a great garden view. Their cold matcha drink saved me from the blistering heat last summer, and the place was so secluded I even had the whole place to myself...
