This place is hands down five star when you can order online and get what you actually want. When you have to order on the phone or in person, however, my rating goes down to three stars.
When China Express' Internet is down, you are still guaranteed to get good portions of tasty Asian American comfort food for the price, but you're not guaranteed to get what you actually ordered. This is because your order might not be understood, like today when I ordered my usual but got orange chicken instead of fries. I didn't specify with "French'," so the cashier may have thought I was ordering some sort of fried Chicken. I was wondering why the total was almost $4 more than what it usually is, that wrote it off as due to recent inflation trends and COVID-19 induced scarcities. Nope ... they got the wrong order, but I got my rib tips and I like orange chicken so I'm not going to complain when I eat that for lunch tomorrow.
So my overall rating is four stars ... The average of my experiences based on the mode of ordering. If you order on the phone or in person and the price seems off, it would be wise to insist on them repeating the order back to you. The ownership of this restaurant is also kindly advised to remind the cashiers to listen more carefully to customers and repeat orders back. I understand that English isn't always the first language of employees in family run Chinese restaurants, and mask wearing and plexiglass Shields make communication worse, but getting orders right is still a must for 5...

They got the entire order wrong. When we called to inform them that our order was wrong the owner spoke to me as if I was his child and he was reprimanding me. He stated " I did the best I could do with your order and why are you waiting till an hour later to complain about an order. I am too busy for this." I was so shocked at his lack of concern. It was so much wrong with the whole experience that I lost my appetite. My order came to $38 but my card was charged $48. Good customer service is priceless and this business certainly lacks that. The flavor on the Orange Beef just seemed off, and it was a lot spicier than I expected. It wasn't bad, but I wouldn't get it again.
I ordered the Honey Spare Ribs, and was disappointed to find that they were not the boneless kind. Not only was each bite full of bones/gristle, but it was also overcooked. This one might have been my fault, perhaps I miss-read the menu on this item, but I couldn't eat it.
I also was trying to be adventurous and wanted to try something new, so I got the Hot and Sour Soup. I've never had this before, so I'm not sure what it's normally like, but I didn't like it at all. It was very thick and almost in a congealed state (despite still being hot). I tried it anyways, but it wasn't for me.
