3.5 would be a better rating. Pros: pretty affordable, I've only been for lunch, and it was $9 for me, and $5 for kids 3+. There is a middle age range too, I think, and the buffet came with a drink included in the price. Under 3 year olds eat free, but you'll need to pay for a drink. Selection is decent, there are many dishes, meats include beef, chicken, pork and shrimp. They have fried rice, lo mein, cream cheese wontons, batter fried mushrooms, big egg rolls and smaller spring rolls. For desert they have homemade donuts under the warmer and in a fridge they have chocolate cake and cheese cake.
Cons: The value would be better if buffets were $1.50 cheaper and didn't include a drink. My kids can't eat $5 worth of food, and with all the sweat things available I could go with water and would appreciate saving money to do so. The food has "variety" but is mostly just batter fried, and for the specialty dishes is mostly the sweat&sour chicken with a different sauce bath. This leaves the orange chicken and peanut chicken very bland and unimpressive, and they should be the two favorites. Also, the desert fridge goes empty, and there was sent much of a priority to fill it, so don't count on eating more than 1 slice of cake. Also, this place feels like it would have a soft serve ice cream/ frozen yogurt station, and it doesn't. The salad bar is iceburg lettuce based, with not as many options as preferred, unimpressive but still ok. Also, they haven't cleaned their carpets in YEARS.. seriously, but stay off the floor and you're fine there.
Thoughts: if you focus on the fried shrimp, smother the fried mushrooms in ranch, and try the black bean chicken, you will enjoy your meal. The eggrolls are good, too, and if you grab a desert bowl you can ladle in some dipping sauces for a better eating experience. In a bigger city with much higher volume, it's typical to have rows upon rows of different, great food items and a lot of variety. Hong Kong Gardens does not. What you'll find is about one row of good Chinese food, a row of typical salad bar type fare, a little seafood booth (including crab legs and fresh shrimp), and a small dessert bar with a few items.
I was a bit disappointed at first, being accustomed to the Chinese buffets in a city of over a million people. Then, as I ate my meal, I realized that the food was surprisingly good, and the variety was probably appropriate for the volume the see in a city of less than 12,000 people. Any more variety and you'd have a bunch of stale items that were sitting around way too long. All the food here looked fresh, at the expense of a lack of variety.
The two items that really stood out were their noodles (a basic item, I know, but they were definitely above average) and their black bean chicken. None of the other items really stood out, but I can also say that I enjoyed everything I had.
The service was very friendly, we were seated immediately, and our drinks were kept topped off.
