KFC — Restaurant in Town of Dunkirk

We ordered a 16pc dinner pack with 4 large sides- coleslaw, mashed potatoes and gravy, corn, and fries. We were supposed to get 8 biscuits. In the pictures is all we received and we verified it with the cashier that it was our order because the incorrect number was called (one off). When we got home and opened everything to serve dinner, and we were missing literally half of our meal. There were 8pcs of chicken that were just barely cooked, mashed potatoes and gravy, 4 biscuits and fries. I attempted to call the restaurant three times with no answer. It rang until it was disconnected. I was appalled at how the restaurant was run. I’ve worked in fast food before and have never seen things run as poorly as they were at this establishment. Yesterday at 9pm. There was 6 staff members and what looked like one manager in and out of her office. There was one car in the drive through and just us 2 ordering inside. It took about 20 mins for a famous bowl and 3 piece chicken tenders. The chicken in the bowl wasn’t crispy and the biscuit was stale with the tenders. The staff stood around and talked and ate fries while cursing. Non of them looked to be cooking or putting together our food. The one staff member opened the chicken oven which had tons of chicken in it. But somehow our food wasn’t being put together. The kitchen had food all over the floor and was absolutely discussing. Placed an order at the counter for a 12pc. Bucket with 3 sides and a Famous Bowl. I was told it would be at least a half hour before I would be able to get it because they didn't have enough chicken to fill my order. Uh, excuse me but isn't this place supposed to specialize in chicken (KFC). So I wait for my order, the # on my receipt is 4002. As I'm waiting I watch as they call the next numbers 4004, 4005, and 4007. For some reason they skipped 4003 and 4006 and my number, 4002. So I went back to the counter to ask why. The girl never answered me. She just went to the back and as I watched she put together my order. She then brought it to me and never said a word. I want to know, who do I call to file...
