Howie & Son's Pizza Parlor — Restaurant in Visalia

Previously we order from them and paid in advance and when we picked it up the chicken was pitiful smaller than my mother's palm and consider her hands are pretty small that says a lot, when we tried to ask for the manager to complain aparently it wasn't worth their time as they were too busy, this time we ordered over the phone again but when they asked us to pay ahead of time we said no and explained what happened last time, they said their manager said they couldn't place the order unless we paid ahead of time, we said we wouldn't be paying ahead of time and if that wasn't possible tell us and wed go somewhere else, they just said ok, then when we showed up we assumed due to what they said and based on how quickly we arrived it wouldn't be ready yet so we waited, when we went to get it 10 minutes later the worker informed us unlike over the phone that they hadn't started the order as they couldn't due to the price of it without payment first,. I ate here April 6th for the first time and last. The place is fifthly dirty, I had tried to pull my table closer and the scum under the table stuck to my hands. After looking around for a while I had noticed other unsanitary conditions. Food all over the floor, greasy finger prints all over the window, the window blind had layers of dust. Wall tile/ brick missing from bar area, sink in kitchen cabinets falling apart, wooden chairs in dining area have sticky scum on them. About the pizza, we ate here late Sunday evening and the place was less than half full yet it took almost 30 minutes for the pizza to be brought to the table. We ordered a large combo and the pizza was mostly covered with olives, I guess the owner must get them locally. Other toppings were lacking with very little cheese and sausage. The pizza was so full of olives and green peppers that the under lying dough was soggy and a lot of liquid was running off. The service was not so helpful ether. I was really excited for some good pizza. I am new to the area and read the reviews and decided that this would be a good place to try. Once I got there I thought from the shabby look of the outside that I probably shouldn't eat here, but I decided to not judge a book by its cover. Walked inside and it was dark lighting, most likely a sad attempt to cover up the dirtiness of the restaurant. I ordered my pizza and was handed some paper plates and directed towards the messy unkept salad bar, needless to say I did not eat from this salad bar. Once the pizza arrived the edges were burnt beyond edible and the pizza tasted like old freezer burnt garlic bread.
