Dirty Water — Restaurant in Washington

I went here Sunday afternoon for a buddy’s birthday. It wasn’t hard technically to find the place since there is a street level door with the street address number clearly printed on it. I guess I was just looking for a sign and I was kinda out of it. But isn’t that the supposed to be cool kind of thing nowadays? The whole speakeasy, no sign on the door, you get points just for finding it, vibe? This place satisfies all my sports bar requirements: cheap drinks, friendly, laid back bartenders, and a good menu of tasty bar food. It’s a small space for the bar itself on the top floor so don’t plan to big a group but half the roof is uncovered and they had a decent live band playing and it was a really nice afternoon so al fresco was the way to go. We've tried to visit Dirty Water twice now during posted business hours and both times they've been closed. It's extremely irritating that not only is it not reliable to be open during business hours, but there's no sign posted that they would be closed. Along with inaccurate hours, they have no valid contact information (no phone number or website), so getting in contact with anyone to ask what their current situation is as far as hours go...
