My wife and I were tired and walked in with no expectations because we hadn't checked the reviews. We got a second floor table which offered a great view of the river.
We ordered the fried wontons and vietnamese pancake along with some draft beers. The food we tried was great. Honestly, it was better than I expected. The prices are a little high, but what do you expect from a river side place with a view.
Our server was a little pushy when we just ordered the starters, and we didn't understand why because they didn't communicate that the restaurant was closing soon. It is not open 24 hours. They closed at 9:30. Our server came back at 9 to let us know we needed to order again if we wanted more because the kitchen was closing.
I've read a lot of the other reviews now, and I personally didn't see the other behaviors talked about. It feels like the owner is trying to fix their reputation. I didn't see two menus but honestly that wouldn't bother me... local price vs tourist price. The wage difference is immense and it's still a good price.
I'd go again to try other things...

We started by ordering a pineapple smoothie and a bottle of Tiger beer, we got a mango juice and a small can of beer. This was the best part of our “meal” and it went rapidly downhill from here.
Our spring rolls were filled with an unidentifiable brown mixture of something, we have no idea what it was, but it was not good. The duck in tamarind was slices of flavorless precooked duck dropped into a brown sugary sauce with no taste of tamarind. The duck was dry and utterly without flavor, the sauce was simply sugar.
Our eggplant in an earthenware pot was the same, sweet and with no spices or flavor beyond the sugar. The clay pot is typically sizzling hot, but this was cool to the touch. Even the rice was overcooked and dried out.
All this misery at a price twice the going rate in other cities that actually serve edible food....

Sat on second floor with the AC pumping to such a level that one daughter had to step out on the balcony to warm up. Papaya salad was excellent, and satisfied my craving for fresh food with with a crunch. Fresh spring rolls were great, and the banh xeo was good (although it didn't have as much filling as we had elsewhere). I had a "braised chicken" dish in a clay pot. Very tasty, but the chicken wasn't tender like a braise would be. However, since the meat was just chunks of breast meat without fat, etc. it was a fine good trade-off.
As others mentioned, the menu covers a lot of cuisine types and you wonder how they can make it all. One daughter got a pizza knowing it wouldn't be good, but just wanting something basic. (It did not have tomato sauce.)
