Il palazzo fu eretto in stile neorinascimentale dall'arcitetto Giovanni Berlam per i banchieri Morpurgo. L'ultimo della casata lo lasciò, insieme a tutti i supi averi, al comune di Trieste nel 1943. Oggi al primo piano ospita il Civico Museo di storia patria con le Raccolte artistiche di Stavropulos, altro benefattore, ed al secondo il Civico Museo Morpurgo con arredi e quadri.
