Updated review 2021:
Much improved. They did away with putting away your bags in the locker. Staff are helpful. Comfortable surroundings for doing focused work. Not much in the way of books but I use it as a quiet work space and am quite satisfied with the availability of tables and power points for laptops.

Nicely refurbished with a modern look and amenities. Lacking books but understandable for a satellite community library; perhaps in time it will grow. I primarily want a quiet, distraction-free place to do some self-study - I am a working adult who sits for professional industry certification exams from time to time.
Overall I can only give a one star rating for the way its managed and the customer experience. I would give it half a star if it was possible.
So my story: I was rudely told by a guard that I was not to carry my laptop bag up into the reading area. I was flabbergasted as I had scoped out the library before hand and noted there were ample power sockets on every reading table; normally a clear indication that personal computing devices are welcome.
I was informed that I would need to place my laptop bag in a locker in the lobby and carry my laptop with any other peripherals in a basket into the library. I can see they want to prevent theft of their very meager collection of publications but not even the National Library enforces such a rule.
There are no apparent signs or instructions to use the lockers. The lockers themselves are combination lock + key hybrid types with no instructions either on how to set the combinations.
Why doesn't DBKL tag its assets with a security strip / tag and place a detector gate at the one entrance it allows people in and out? This is how libraries the world over do it. It has already spent so much money on the refurbishment yet has not put in place a mechanism for such an obvious requirement.
Another curious policy: the media resource center where you can listen to music and watch movies I was told is only available on weekends. Why? Why even leave the lights on during weekdays if it only going to be so under utilized.
Come on DBKL, up your game. If you want to make KL a world class city, start with improving your services and the way your front line staff interact with your rate payers. I found the experience so unpleasant that I will avoid this place for the foreseeable future.
I am a long time resident of TTDI. My parents moved into their first home here shortly after I was born. I have been a KL assessment tax payer for 20 years. I would be far happier with a shoddier library that had good level of service and customer-centric policies that make sense than a gilded show piece. The library is so much brighter now and my membership is still active which I am glad :) You can sign up for free and borrow up to 3 books per month for 2 weeks.

The place can be quite cold, so bring your sweater.
Visitors are not allowed to bring bag packs into the library, please check and confirm with staff first before heading in, just say hello to the receptionist. 👋🏻
If you bring a bag that is quite big, they will require you to put away your bags in the lockers provided. Some of the lockers are not functioning well so please double check. But overall quite easy to use once you learn how it works. Leave your bags at your own risk.
There will be baskets for visitors to put their laptops, wallets, phones and important items.
The toilet is clean. 👍🏻 But no tissues.
Many seats and tables available.
There are some desktops here but I have yet to use them.
I never use the wifi here before so I cant advise but shall check it out next time...
I wish there are more books that are interesting for me, but I have yet to check out every section of this library. Next time will ask the reception if we can “request” the library to buy certain books so we can...

To sum up:
Please wear decently (no short pants + slippers).
Please bring a jacket as you might find it chilly.
It offered a kids library which was located at the Ground floor. Besides that, it has surau + toilets. The toilets were clean! 🤩
Since it has kids library, it also has Bilik Tayangan + a dedicated room for gamers. Need to enquire further if you wish to use these rooms.
Really love the stairs as they were not steep + the gap was not close to each other. It could reduce the risk of falling off the stairs.
It also has a passenger lift to get to first floor. Suitable for elderly + wheelchair visitors.
This library has FREE parking space + its own cafe. Yet to try the menu but the price, RM 4, was reasonable for a cold, 1.5 litre of Spritzler water bottle.
Apart from library, the area also has a multipurpose hall + tennis courts.
Everything was good except for the WiFi connection (we came to know from one of the library guests that asked us about its connection). Couldn't comment on the books as I went here for...
