Tower of Justice – A powerful symbol of Ottoman fairness and authority ⚖️🏰 The Tower of Justice (Adalet Kulesi) inside Topkapı Palace is one of the most striking and meaningful structures in the complex. Rising high above the Divan Hall, it once symbolized the Sultan’s watchful presence over his ministers and the empire’s affairs. Its tall, elegant design and commanding position make it visible from many parts of Istanbul, representing the ideal of justice that guided the Ottoman state.

Visitors can admire its beautiful stonework and graceful proportions while learning about its historical significance as part of the Imperial Council. From nearby courtyards, the view of the tower framed against the Bosphorus is truly breathtaking.

Adalet Kulesi (Tower of Justice) has been always surprisingly inconspicuous, although it was intended to be built as a symbol of sultan’s eternal stance against injustice. The tower was built as an extension of Topkapı Palace. Adalet Kulesi is easily recognizable as the tallest part of Topkapı Palace.

Adalet Kulesi was constructed by Mehmet II after he captured Constantinople. Mehmet II developed an elegant system for council meetings, starting with the state council being chaired by the grand vizier. The Sultan separated himself from his council by glass dividing walls, which made him invisible. If the sultan had intended on watching the meeting, he drew the curtains, indicating to the council members understood he had been watching. If not, the council members would have never known whether or not the sultan had watched. All critical state decisions were determined in Adalet Tower. Adalet Kulesi, Kanuni Sultan Süleyman devrinde yenilenmiştir. Yenilenme sırasında kulenin üzerine taş bir bölüm eklenmiş ve Kubbealtı’na bakan bölümüne bir hünkâr penceresi açılmıştır. Söz konusu pencereden padişah, sadrazam tarafından başkanlık edilen toplantıları takip eder ve alınan kararları kontrol etmiştir. Padişahın hoşuna gitmeyen kararlarda pencere demirlerine vurduğu ya da kırmızı renkli perdeyle pencereyi örttüğü söylenir ki bu durum toplantıları sona erdirmiştir. 17. ve 18. yüzyılın çeşitli dönemlerinde onarımlar gören Adalet Kulesi, Sultan II. Mahmud devrinde yeni bir tarza bürünmüştür. Bu dönemde Adalet Kulesi taş kaide üzerinde yükselen “Ampir Üslup”ta inşa edilmiş bir köşk olmuştur. 1865 yılına ait fotoğrafta Adalet Kulesi’nin tepesinde günümüzdeki gibi kurşun kaplı konik bir külah bulunmaktadır. Bu dönemde köşkün cephesi üçer yuvarlak kemerli bir düzenlemeye sahiptir.Sultan Abdülaziz döneminde Adalet Kulesi’nin köşk bölümü değiştirilmiş ve batı anlayışını yansıtan bir tarza bürünmüştür. Her cephesinde yuvarlak kemerli penceresi olan köşkte yer alan silindirik gövdeli kompozit başlıklardan oluşan sütunlar hem Ampir hem de Barok Üslubu hatırlatmaktadır. Sultan Abdülaziz döneminde kulenin köşk bölümü cihannüma biçimini almıştır. İstanbul siluetinde önemli bir role sahip olan Adalet Kulesi’nin bir benzeri Edirne Sarayı’nda da vardır.
