"Phases of Pennsylvania Place" Criminal role played by MISS: April(as the name you see her once a year while you sign the lease, Nichole and Nicki (frauds who wears a mask of professionals) I don't care if I spell the names wrong what are their criminal records: All that one star reviews with big story explains it all. Day I moved-in: I was happy that I moved in a 1BHK nice fully-furnished($1200/month, includes- rent, garage parking, furniture, electricity, 'internet or cable not included') apartment on 21st floor, river side view. Everything looks good until your daily routine starts. Following Week: The shower nozzle holder came apart, I had to take shower using bucket-mug. I see stains on sofa couch, tiny hair like someone had a pet before and the couch still had their stuff ON. The windows had dead flies and insects. The iron box provided doesn't get heat up, bread toaster was defective and was dirty. Q: Did you bring this problem to the management? A: Yes! but only few things were fixed, unless the stains on couch, the hair on them, the dead insects on the window were still there. Wherein I was paying $200 just for the furniture. Few months later: Yeah I had a lease signed for one year, so I was still there. Two/three months before the lease was coming to end: I successfully graduated and had plans to move out. One day I received email from the leasing department saying that if I wanted to extend the lease for 3 months paying $1500 each month. I felt moving out was best option as I had other plans. June,2018 is my lease ending so here's the story of May,2018: 1) I park my car near the stairway near the entrance of the apartment. I parked in the same spot a lot of times also seen many cars parked there several times during the day/night and I swear to god I have never seen any sign which says "Towaway zone". But that one night when I parked there, they towed my car saying it was on way of Emergency EXIT and held responsible for paying all the possible charges they put in the file to tow my car which came upto $345. I went to leasing department crying asking for help as "I'm an international student, I was not working anywhere please help me in reducing the chargers or get my car back". But she said why are we debating on this once its gone we cant help. The shocking thing is when I came back with my car I saw a sign which said "towaway zone". My eyes were the only proof or I would sue the management if I had a before/after picture of the spot. MORAL: when you see something suspicious, use your goddamn phone to take a picture and think later. 2) September,2017 I lost my spare apartment keys set and informed one of these ladies about it, so I was told that they would charge $35 for new set of keys which included- house keys, mail box keys, two pool-pass), wherein they charged $100 for each key not even the whole set. haha! MORAL: never eveerrrrrr believe in words of these frauds told Orally or verbal conversation. Ask to put the same in email. or have a recorder with you whenever you meet them. bhuhahah!! 3) My friend had dropped flower bouquet through a gifting company, so what is their(leasing/management staff) duty? to keep your filthy hands off of others personnel stuff and keep it safe in the locker provided for big packages that arrives. But instead these great women kept in their office room for two days as it was weekend. And then puts the faded flowers in the locker. omg this is the funniest. MORAL: If the fools, play you! sit back, enjoy the play. Let them think they won for the day. I don't want to be mean but let me tell some good stuff too, as I was in the 21st floor it was calm, my neighbors were amazing I miss them, clean laundry room, public restrooms, slow & steady elevators. Pretty much everything you need is in walkable distance. NOTE: I'm not gaining anything but making an attempt to save people from the hidden trap while you move-out. Hers's your COURTESY one star. Now watch their lovable reply to every review, "please give us a call" Aint got time for that honey! :*

We’ve been living here since 2018 the apartment building has had its ups and downs, from management to maintenance but most properties do when a change of ownership takes places. However, I must say this is ONE of the BEST places I have ever lived. The building is very SECURE, kept tidy, and moderately priced (based on location). It’s conveniently located in downtown Harrisburg with just a brisk walk to dining, shopping, sporting events, and nightlife entertainment! You definitely don’t have to LISTEN to me, just STOP by and see for yourself, one of the enthusiastic staff in the office would love to give you a tour of the building (be sure to tell them whether I was right or wrong) - From a verified resident on ApartmentRatings

Lived here in a pre-furnished apartment on the 21st floor for about a 3/4 of a year. I found it very agreeable - parking could be a little bit annoying at times, but I don’t think I ever had to resort to street parking. The pre-furnished apartment were very nice, and the view was pretty great - seeing a hawk flying eye level with you is a wonderful thing. Unfortunately, the smell of someone else’s marijuana seeped into my apartment at times, but I was largely able to keep it under control with room fresheners. I’ve included the view from my window. I had the occasional issue with having an available dryer, but I moved out in 2022, so I don’t know if anything has changed since. I would give it an overall recommend.

The pre-furnished apartment were very nice, and the view was pretty great - seeing a hawk flying eye level with you is a wonderful thing. Unfortunately, the smell of someone else’s marijuana seeped into my apartment at times, but I was largely able to keep it under control with room fresheners. I’ve included the view from my window. I rate this place a 1star and I rate management -0…You might want to read ALL of this before you consider moving in here… Don’t do it .Save yourself. I was like you at first reading reviews and ignoring the bad and just going for it anyway.. You will regret it ! First off this place has 2 stars for a reason. Only thing luxury about the apartment that I loved was the view .. First let me start out by letting you know this building has Very thin walls. I can hear my neighbors while I’m in my bedroom,bathroom , kitchen, and living room. No peace. I feel like the train was better to listen to.. The walls are so thin I once heard my neighbor drop silverware on their kitchen floor while I was in my front room…. Better hope your neighbors aren’t being intimate because you WILL hear everything even after curfew and the office does nothing about it. April Duncan helped but she is no longer there the rest don’t care. Also, walls are so thin if you have your bed or your couch against the wall you can feel when someone sits down if their couch is near against the wall. The train is so loud you’ll have to constantly turn your tv volume up to the max to hear it. They will sit in the office and watch your calls and ignore them if they feel you’re ā€œannoyingā€ to them. I know this because I tried calling from a different phone number before and magically they answered after ignoring my call from my phone. Chance of getting your security deposit back is slim to NONE unless you goto the courthouse and file a civil complaint and FIGHT for your rights to it. Every time I would meet people in the elevator or lobby people constantly say how bad management is without me even having to bring it up first . If this new management team wants to make this place great you should probably get rid of the old staff in the office and hire new ones and that goes for both Nikki’s..Elevators go down every other month and it takes over 10-20mins sometimes to wait for one and you better hope the one that opens isn’t already congested with people or you’ll have to wait an extra 10 mins for another. Only Pro of this place is I had a nice view but other than that not worth $1500+ especially for the small units and all the cons that come with it. The rent will start off low for you then shoot up every year. Overall I want to say I paid my rent on time every month even when I was being badgered to pay on the 1st during the pandemic when I lost my job and had no income after asking for a little bit of time and even then I still managed to pay my rent on time . I’ve also cleaned this place spotlesssss when I moved out and very rarely called to complain so this is NOT how you treat tenants and don’t bother writing your apologies under this post bc I will ignore it and I know you simply don’t care or mean it .. one thing I’ll never forget is when I first moved in a lady in the elevator tried to warn me about this and I was just too excited to have my own first apartment and now I completely understand what she meant … Warning again ppl don’t even think about getting your security deposit back. I hired cleaners to clean ever inch of the apartment before I left and left it spotless as it was when I moved in! This place is going downhill.. Might as well turn this place...

2016 review Love PA Place! Great customer service. Awesome pool. :)

2019 I moved out. I lived there for 9 years and watched it go down hill fast in 2017 onward. The apt units are not luxury, but the laundry, gym, pool, community center, and parking garage where very well maintained until around 2017. They started a project on upper deck parking to redo the lot and went cheap and it cracked and looked terrible. The lower deck closed parking leaked cement like stuff and stained my car. I had to research and use all kinds of products. They started maintenance on garage and then for like a year did nothing. It was a disaster. Then the pool cracked and they kept it open. I was embarrassed to bring friends to swim. They had some issue in basement floor where it smelled like garbage for a year. It appeared that owners just didn’t care. Staff seemed like they cared, but couldn’t do anything. Then about 6 months before I left, harrisburg university students starting moving in and long term renters I knew had their rents go from 970 to $1,500. I talked to 4 different people who had same experience so before my lease was up, I found a different place. My theory is that owners wanted to remove long term tenants so they could put 4 college kids in an apt for $2,000 a pop. A once great reasonably priced place went downhill fast. I will say the office staff and maintenance were very professional. They dealt with a lot of drama and tried to be positive. April was my go to person who always helped me. The two nicky’s were nice too. Also, the complex was always being cleaned with no litter anywhere including laundry room. Maintenance was extremely responsive and always had a good attitude. Everyone who worked there smiled and said hello. The staff was the best part and worked very hard. I think the owners just didn’t care or want to put money into fixing pool and garage. I hated paying for parking, esp having my car get stained. The rent increase was ridiculous and not worth the place. I had no issues moving out.
