It was a tragic and chaotic scene at Harrisburg’s Kipona Festival on the evening of September 1, 2025. Just after 6 p.m., as the festival was winding down and vendors were packing up, a woman drove a red minivan through barricades and into a crowd on North Front Street.
🚨 The Driver and Charges. The woman was identified as Elizabeth Ann Bohrer, 37, from York Haven, PA. She’s facing multiple serious charges, including:
3 counts of aggravated assault by vehicle
3 counts of aggravated assault by vehicle while DUI
DUI involving a controlled substance
Reckless driving and driving on a sidewalk
👮 What Happened. Witnesses described the van speeding through the pedestrian-only area, honking its horn, and sending bodies flying. Police said Bohrer appeared “out of it” and showed signs of being under the influence. During her interview, she reportedly kept falling asleep and spoke incoherently.
💔 The Victims. Three people were injured:
A 6-year-old boy suffered severe injuries including a fractured pelvis, broken ribs, a broken jaw, and a lacerated spleen. He remains in critical condition.
A 25-year-old woman in a wheelchair and a city traffic engineering worker were also hit and are in stable condition.
🗣️ Community Response. Mayor Wanda Williams called the incident a “reckless disregard for human life” and pledged to strengthen safety measures at future events. The Kipona Festival, a cherished tradition in Harrisburg for over a century, was deeply shaken—but the mayor emphasized that the spirit of unity and celebration will not be overshadowed.
Bohrer is currently being held on $350,000 bail and awaits her preliminary hearing.
