My experience has been non-stop issues literally since the day I moved in. One neighbor was running an unlicensed daycare with ten children running around outside and screaming until sometimes 10pm. I was not able to keep my windows open due to the noise even though it was in the heat of summer. The police were called out twice in the first few days due to neighbors fighting with each other.
I have had over 26 repair requests in the 3+ years that I have been here. Those were the smaller issues, including a broken refrigerator, heater not working in the winter and continual plumbing problems. I say smaller issues because in addition to those, I have had plumbing and gas issues that literally put me out of my apartment. I could not shower, cook or do dishes. They did give me a key to an empty apartment and much to my disappointment, those apartments had issues as well.
Here is a list of other issues that occur in these apartments: *My next door neighbors moved due to mold. Their kids kept getting sick. *The tubs are “painted” and after a short period of time, it cracks, peels off and looks like mold in the tile cracks but is rust. *There are no fans in the bathrooms and they do not vent properly. They ask that you open the window and that’s fine if you like your neighbors watching you. *The storage ares have rats and mice in them and are not always deterred by traps. They chew things up and defecate and urinate on personal belongings. *The outside trash bins are overflowing often. *The laundry room is disgusting. Even though I do not own a dog, my laundry smells like dog. The type of washers they have require being run with a cleaner to clean them. You cannot simply wipe them out and think they are clean. *The water from the kitchen faucet has more PPM that legally allowed by law. I purchase outside water, which costs and additional $50 per month. *The way they calculate the water bill is unfair. If you are a single renter and your neighbor is one parent with four children, or your neighbors take one hour showers, you will pay the same rate. *You will also be charged for sewer and trash plus an administrative fee while most other apartments in this area include it for free. *The ants live here year around, including upstairs. Sometimes they are deterred by traps but not always. You must get used to having poison around. *If you choose not sign the year lease and choose month to month, they will raise your rent before a year is up and not just by a little bit. Yes, it’s legal, but it is pure greed in my opinion. *Unbeknownst to me until recently, this place is known to have higher than normal rents and to nickel and dime their residents. I couldn’t agree more.
My rent was raised July 1st, 2023. I continued as a month to month renter for personal reasons. I then received a notice stating that my rent would be increased on July 1st, 2024, by an unreasonable amount. I talked to the manager, Jessie, on two separate occasions and emailed her on two separate occasions with reasons why my rent should not be raised or the raise should be delayed for a couple of months. With my perfect rental history, being an excellent renter, being on a fixed income and the number of available or soon to be available apartments, I was confident she would work with me on the month to month rent. She did not. She did not offer even $1 less or offer to push it out by two months. She said she couldn’t although I know this isn’t true as she didn’t raise my neighbor’s rent in the past when asked not to. I then asked about moving to a different apartment that was less rent and the hoops that would have been required of me after being a great renter for nearly four years is beyond ridiculous. It saddened me to sit across the desk from her, hearing this. She had no compassion or empathy and no qualms about the situation I would soon be in. Read moreThe worst experience of my life. The carport storage is constantly broken into, and I'm pretty sure it's an inside job since the people doing it seem to know exactly what they're doing. They cut your lock and then take it. I had over $2,300 worth of tools stolen after I left for a holiday weekend.
There's mold in the upstairs bathroom no matter how long I leave the window open. The lease policy states that cats must be indoors and dogs must be on a leash, yet the neighbors seem to think those rules don't apply to them. After complaining, all management does is send out emails -- even though it's a clear violation of the lease agreement.
People don't pick up after their pets, which causes other animals to get sick. The rent increases are ridiculous for what you get -- no A/C, no dishwasher, and no in unit laundry. Sure, they remodeled the exterior and installed cameras watching the carports, but they refuse to provide footage when something is stolen. They make you file a police report before they'll even speak to the security company.
They claim there's a security guard who patrols at night, but I've lived here for two years and have never seen them.
Ants! Ants everywhere, no matter how much you clean. The community washers are constantly broken, and people from the other side of the complex come to use yours because they've figured out how to get free washes and drying.
My biggest frustration is the constant car and storage break-ins -- especially when we live right down the road from the sheriff's department. I've had a car stolen, and street parking is horrid, particularly when the school is having a baseball game or the sports complex is hosting events since people seem to think it's okay to park in the apartment lot.
On top of all that, there's a constant smell of dirty Tijuana sewage.

Ants were a nuisance. There molds on the walls The bathrooms does not have a adequate vent system and when you open the window, it does not provide privacy. Poor laundry system. They have pet friendly washers and dryers but tenants disregards and use all washers and dryers to wash and dry dirty pet blankets. You can smell sewage. When a complaint is filed, it's up to the person who filed a complaint to investigate and only then will they act on it. They will raise the rent to a ridiculous amount once lease expires Trash is always overflowing Poorly maintained paint on walls For then absurd price, all rentals does not have A/C system Dilapidated storage space and infested with mice Piant pealing on walls, tubs, sink and pation deck. I would not recommend Imperial Beach Gardens. When we used the heater it started causing smoke to come out of the vent.
