Five Below — Local services in Simi Valley

There were 4 people allowed to walk in, around the store, and pay without wearing masks, 2 adult woman shopping together, another man, woman, with a small child. I over heard the employee say "do you have masks?" the man replied no we don't, the employee said "would you like me to give you one" the man ignored him and started browsing around the store... They were not asked to leave or asked to wear masks... Does Ventura County have different mandates? I was paying my items next to the unmasked individuals and I had to stand further back due to them not wearing masks I asked an employee if they were still requiring masks and she said they were.... Why werent unmasked people asked to leave? Why were they allowed to purchase? Why didn't employees refuse to take...

I stoped by around 8:28pm when I walked in I notice all the equipment for pools and stuff that they usually have outside was in already and music was over what makes me wonder…. I stopped by this Five Below store since I had to go into the office nearby and wanted to wait for rush hour traffic to end. I found parking easily here since the plaza this store is in is very big and not ever busy. When I walked inside the store, it seem pretty quiet but we'll organized. I went straight to the candy area to see what they had. I then walked around the store to see what they have here. I got some candies and a rgb light for nephew. The check out process was easy, the person working was very nice with me...
