This is going to be a long review. I’ve been to Oskar countless times for a beer or two. Tonight I went out for a nice dinner after being humiliated by the security team at Oskar not once, but twice. A little back story; I attempted to get dinner at Oskar around a few months ago. I arrived there by car and asked for a parking spot (apparently there was one available; it is a street parking). A security guard asked if I could let him circle back to avoid causing traffic jams, so I accepted the request. Little did I know, he parked my car somewhere else without giving me a courtesy to ask or tell. Instead, the security team gave the spot to another customer who came later when he was circling back. I decidedly left the restaurant.
Tonight I thought I gave Oskar another shot. Luckily, there was two spots available, so I parked my car right out front. A couple minutes in, a guy came and asked for my key so that they could move my car. When asked where they were going to move my car to, he said just a tad forward; I handed him the key, but given my experience with the security team, I had to know where they were going to drive my car to.
I went outside to observe the situation, but got a chance to ask one of the security guards where they were going to move my car to. Not a surprise; he contradicted the guy that asked for car key, saying he was going to move it backward or to the other side of the street. When I asked why he couldn’t find another spot for the next customer, he said there was some space in the middle (I parked in front of a car which was there before I got there and another car that came after and parked in front of me with HUGE space left).
My question (to the security guard and to you, the management/owner of Oskar): why my car when you could have found another parking spot? Why move the car that parked in the middle of two other cars when you could just move one of two cars that were not in the middle? Is it because my car isn’t as expensive as the other cars?
I am taking this very personally. I was and still am offended by your security team’s behaviour.

Read moreThe food here was excellent. It had a very nice Riverside view, as well as an inner sanctum that was air conditioned, yet still open to the outside world.
The Buffalo mozzarella cheese pizza with prosciutto was good--And this coming from a Brooklynite born. (Yes, it's a European pizza, but quite good. A nice crispy bottom with minimal flop.)
Thursday night is 30% off wagyu steak night. As you can imagine, wagyu steak is not cheap, beginning with the 200 gram and ending with a 700gram for $99 (This is before the 30% discount.)
I'm thinking that sharing the 700 g wagyu between two people on Thursday night is probably not a bed deal if you're looking to sink your teeth into some red flesh!
They also had a nice arrange of cocktails. None of the above was inexpensive, but it was also quality.
(And they still had a $2 lemon juice for which I am always grateful for upon arriving in Phnom Penh. Fresh lemonade with cane sugar is one of my more favorite items of consumption upon visiting my favorite city in Southeast Asia.)
If you're bargain hunting, or you're a backpack of the less-than-great-smelling variety, You probably want to move on to a more bargain conscientious establishment. However, eating inside with the air conditioning, which is open to riverside quay, is a nice place to have a meal.

Read moreI was really disappointed by my visit at Oskar for date night. The only reason this review is not ⭐️ is because the atmosphere. I been here many times before and definitely have had a been experience. The food was a sad story of a boring recipe with little to no flavor. The salmon was overcooked and my lamb was lacking any flavor at all. The ceviche was very fishy and smelly. All of the dishes were overpriced for the level of ingredients and the incompetence of the chef recipe and cooking techniques to burn salmon. Te service was slow and nonexistent to check on us, I had to call the server over several times to remember to bring my glass of wine and for refills. I hope the service improves, I know business for restaurants in Phnom Penh is not great and maybe that explains the food disaster and disappointing service. The crazy thing we witnessed was how the parking staff didn’t stop a grab driver that dropped off a guest because this driver hit the BMW when parking the car in front for drop off then the driver put the car in reverse as the person was getting out of the car and hit the white BMW again.
