Like the nearby Saravoan Techo Pagoda, this place is under renovation as of February 2020, but it's still far more enjoyable than the aforementioned place. However, the main building is out of order, and apparently visitors are not welcome in any of the smaller buildings.
I made that discovery once I came across a smaller building with shrine and cushions. I meditated there, and then was discouraged from being present by some local people who seemingly occupy or work on the upper floor of the building.
Right now if you want to meditate peacefully at a temple in Phnom Penh, your best bet is to go to Wat Botum or perhaps Wat Lanka.
