I often eat at Warung Mendez, and my favorite dishes are Rawon and Tempe Mendoan, which are always very delicious.
However, today I was quite disappointed, because the staff informed me that now there is a 3% charge for payments using either card or QRIS. They said it was due to a new rule from the bank this month and also an order from the owner. But I personally have not found any official regulation regarding this. Based on my experiences so far, including last month when I came, there was no additional charge at all when paying with QRIS. Fortunately, I had just enough cash with me today, so I paid in cash and didn’t use QRIS.
Actually, the 3% is not a problem for me if it is truly my responsibility as a customer. But according to Bank Indonesia Regulation No. 11/11/PBI/2009 Article 8 and the Consumer Protection Law No. 8 of 1999, transaction fees should not be charged to consumers. If the owner feels burdened by the MDR (Merchant Discount Rate) fee from EDC or QRIS, the proper step is to file a complaint or negotiate with the bank, not pass the cost on to customers.
It is really unfortunate, because the food here is genuinely good and I like it. But this new policy is quite disappointing. I hope it can be reconsidered in the future so that dining at Warung Mendez remains enjoyable and in line with the applicable regulations.
