Totally unpretentious place, very wholesome and cheap food. I'm wary of canteen restaurants as we have such uninspiring trays of baked potatoes, lasagna and iceberg lettuce back in Scotland. Great lunch spot in Riga. Prices are very reasonable at €4 for meat, veggies, drink, and potatoes. You also get a soup or dessert. I did both. Cold beet soup was excellent.

The lovely women behind the counter were incredibly patient and happily explained everything in English. That was VERY much appreciated.
