[ENGLISH] OWNER WAS DRUNK AND DISRESPECTFUL
In summary: The owner was drunk while serving us; The owner was overcharging us by about 30€ for items we did NOT consume; The owner became disrespectful and very rude when confronted; The owner refused to give us the Book of Complaints*, which is my right as a consumer.
Yesterday a group of friends and I (10 in total) went to have dinner at this place. Upon arrival, the owner seemed to be under the influence of alcohol, but it was not initially a problem. The owner insisted on charging 13€/person for food without drinks. Most of us agreed with the deal, except me and another friend who had eaten soon before and felt like maybe we would order something smaller and drinks. While my friends were eating, I decided to eat more and informed the owner that I would pay the 13€ for food. However, my friend was already full and would not eat. The owner agreed with my request.
During dinner, we felt the owner and his staff were trying to rush us out. When we asked for the bill, it was approximately 240€, and the owner suggested we split it equally at 24€/person. We explained that this would not be fair, as one person did not eat and some had more drinks than others. We then discovered that he had charged us for 10 people's meals, when only 9 had eaten. When we confronted him, he insisted that 10 people had eaten and that someone joined our table later, which was not true. Then, as he was drunk, he became increasingly rude and even told me to "f*ck off". I demanded the Book of Complaints, which is my consumer right under Portuguese law, but he refused to give it to me. This is unacceptable. Later, we discovered that he had charged us for 3 bottles of wine instead of the 2 we had actually ordered.
Overall, we felt like we were blatantly being scammed. If I had not asked for the book and confronted him, he would have overcharged us by about 30€. Unfortunately, his intoxicated state resulted in him being aggressive and disrespectful, which restrained our ability to resolve the issue. Refusing our right to write in the Book of Complaints* is not only crossing the line, but it is also illegal.
At the end we agreed to pay 200€ and he told us to leave immediately.

The Book of Complaints serves as a formal way for consumers to report issues they have experienced, and for businesses to take action and improve their services. Yesterday, me and two other friends went into this place after dinner time to sit down, drink some wine and have dessert, if there was any. We arrived at the counter there was an Indian lady waitress and soon the owner arrived. To whom we asked the price of some wines and the lady gave us the letter, as we wanted to decide what would be more rewarding for the 3. While at the counter, as we had walked a lot, we were a little tired and I asked for a glass of water still on the counter while we decided what we were going to consume. To which the owner of the establishment said with aggressive intonation and roars: "NO!!!". I still thought for a moment if he was reacting with some kind of ironic humor (many Portuguese have that approach), but he was really serious. I asked: "how? deny a person water?" To which continuosly rude told us: "this is a restaurant, if you want something go to the Indian store next door." lol We came in with the idea of arriving to drink some wine and eat something and have a good time, and we left with the intention of not contributing to the lack of quality of service provided by the owner.
He is very lacking in humility, good manners, kindness and intelligence, we suspect that he would had been also a racist intent (we are east european and portuguese black and asian descendents) - as given his prompt service towards us, while we were just choosing the order and asking for a glass of water politely.
Also, this is a Tapas and Record Store, not a restaurant. And it was almost empty, and those that were were just foreigners.
We now conclude the reason!
The service makes a lot of a home! And that house, due to the owner himself, doesn't have the slightest to be respected.

Ontem, eu e mais duas amigas entrámos neste lugar depois da hora de jantar para sentarmos, bebermos um vinho e comer uma sobremesa, caso houvesse. Chegámos no balcão estava um empregada senhora indiana e logo chegou o dono. A quem perguntámos o preço de alguns vinhos e a senhora nos deu a carta, pois queriamos decidir o que seria mais compensador para as 3. Enquanto ao balcão, como tinhamos andado bastante a pé estavamos um pouco cansadas e eu pedi um copo com água ainda no balcão enquanto decidiamos o que iriamos consumir. Ao qual o dono do estabelecimento disse com entoação agressiva e ruge: "NÃO!!!". Ainda pensei por instantes se estaria reagido com algum tipo de humor irónico (muitos portugueses têm essa abordagem), mas estava mesmo a falar a sério. Eu perguntei: "como? nega água a uma pessoa?" Ao qual super rude nos disse: "isto é um restaurante, se querem alguma coisa vão ali à loja dos indianos ao lado." lol Nós entrámos com a ideia de chegarmos para beber um vinho e comer algo e passar um bom momento, e saímos com pronta vontade de não contribuir para a falta de qualidade do atendimento do dono.
Falta-lhe muito a humildade, boa educação, gentileza e inteligência, desconfiamos que também possa ter sido por indole racista (nós somos este europeu e portuguesas com ascendências africanas e asiáticas) - tendo em conta o seu pronto atendimento para connosco, quando nós só estavamos a escolher o pedido e a pedir um copo com água educadamente.
Além disso, aquilo é um Tapas e Record Store, e não um restaurante. E estava quase vazio, e os que estavam eram só estrangeiros.
Concluimos agora a razão!
O serviço faz muito uma casa! E aquela casa, devido ao proprio dono, não tem nem o mínimo para ser...
Read moreWe eat here every time we come to Lisbon. We have had tapas in quite a few places and nothing beats doVigario. This time we added the chorizo sausage to the mixed platter and had a bottle of wine and the bill was €52. Amazing value in Lisbon and even more so in the Alfama.
The service is great, the staff are friendly and of course in Portugal, unrushed.
The decor is comfortable and the music is amazing, unless you like hip-hop or pop - then you’d be disappointed. If you like Leonard Cohen and The Doors, then you’ll be at home while having dinner.
We purposely scheduled an overnight in Lisbon on our way home to Canada from La Côte d'Azur so we could break up our long travel home, and more importantly have dinner...
