We were two colleagues going to Sugar Skull for dinner, and our opinions differ when it comes to the food. I enjoyed it, he did not. For me it was basically what I expected. Way better than what you'd get at Taco Bell or other chain restaurants, but not as good as what you get from a food truck or a proper Tex-Mex joint in the States or Europe. Overall the price was not too high. It's a bit more expensive than other places but still a very good price for what you get.
The restaurant is high up in the building but can be reached...
