Food & Drink 2/5 ⭐⭐ If you assume that this is a high-end café, the food and drink aren't too bad - well, it's not BAD. It's just not particularly inspiring (yet having some interesting items, such as a roast marrowbone starter), and if taken as a restaurant, it falls short of what I'd expect. I agree with some other reviewer's comment about the burger being grey mince in a bun.
Ambience 3/5 ⭐⭐⭐ We visited on a Tuesday early evening, and it was still quite busy. However, the seating area has been very well laid out to cope with social distancing while maintaining a good ambience. But it just felt a bit flat and clinical in there. The chatter level reverberated off the walls and it was difficult to hold a conversation. It get a higher mark because of the potential of its location and views.
Accessibility 3/5 ⭐⭐⭐ The entrance, toilets and seating area are wheelchair accessible and on the same level, although the toilets are quite small and have ultra-modern features like a touchless flush, which confuses the older generation, and they even had a sellotaped paper note above it telling people how to use it - I think that's a fail, then. Then there's an upstairs level, but no lift, and the outside area is down some steps.
Cost 3/5 ⭐⭐⭐ The cost of the food and drinks is in line with what I would expect to pay for a restaurant meal in Plymouth, but a bit pricey for a "café" - the burger was £15. The bill came to ~£130 for 4 people.
Service 2/5 ⭐⭐ The greeter wasn't particularly friendly, had problems with each customer that I saw him talking to, and didn't seem keen to want to clear an evacuated table so we could have a window seat. The waitress didn't know what alcohol-free drinks, or a bottle of Jail Ale were when those were requested, so I had to go to the bar and ask the bartender. But there was one waiter there who seemed quite good and attentive. Service was very slow (we were there for 3 hours for a 3-course meal).

The waitress started to inform us what they don't have ( seebas, linguine , hummus, and pita) Must say this was the first time when we should lieve. We didn't, unfortunately. After they rushed a bit us to choose the drinks. My older son forgot to bring his ID ( by the way, he just turned 24). He wanted to order a Hobgobling but he couldn't due to this. We said, "Never mind I order for myself, and you can have it , it is your bday today. When he had a síp the waiter ( who I assume is the same age as my son or evan younger) rushed to our table, and he said he will take the drink because he saw my son drinking from the Hobgoblin. I told him he just turned 24, and we are celebrating his bday tonight. Also, I am his mom, so I can have a "parental control." He said no, he takes the drink despite my husband saying he will drink it also we will pay for it. The waiter said we don't have to pay and he can lose his licence so he took the drink. This was the second time when we should have lived in the place, but the food order was already made. So we have got our food, which was the most forgettable Cesar salad with dry tasteless chicken breast cheap bread cubes and some grated cheese ( not parmesan) and a plate full of lettuce for £13 . My husband ordered the Bulbois.He thinks this was the British version as it was way too much tomato instead of franch mustard. Also, we had two burgers, basic stuff with chips. The waiter who took our drink never came back to ask about the food. They sent a different waitress, although she didn't wait a second for our answer when she asked how is the food. We had booked a table for 8 a few weeks in advance and, over the phone, were offered the choice of indoor or outdoor dining.
We selected outdoor and, upon arrival, were told that this couldn't be the case as outdoor dining could not be booked over the phone. This was a shame, as we were hoping to hear the live music (inaudible from inside). Unfortunately, this interaction was an appropriate barometer for the rest of the evening.
The place seemed generally short-staffed, which is general indicative of bad management in my experience.
My partner ordered a vegetarian option, and was simply told "no". Not "we've run out" or "we don't have it in", just "no".
Other than these interactions, the service was perfectly adequate, and our food server (a young man), was incredibly apologetic for some of the other issues we encountered (a drink was spilled by a waiter on one member of our group). I would stress here that no blame can be levelled against him for any of the issues we faced.
Long delays on our order. We weren't made aware of any potential delays stemming from a 20-seat table elsewhere in the restaurant (I believe it was around 1 hr 40 from order to service for an 8-top, which is not in itself horrific, but the fact that there was no communication of potential delays wasn't ideal).
The food itself was fine, but by the time it did arrive, our appetites had been turned somewhat. With respect to portion and enjoyability, about what you'd expect given the prices.
The cocktail and beer menu is extensive and the staff were knowledgeable about what was on offer. I can't level any blame on them for most of the issues we faced on the wait staff, who really tried their best in the circumstances.
Our meal was ultimately settled by the restaurant in response to the issues we faced.
