Dragon and Phoenix is a Chinese takeout staple in ditmars. Without a doubt, if you want fast Chinese food that is decent, this is where to go. That being said, the majority of the things here (at least out of all the things I tried) just isn't that great. Average or worse with a few bright spots.
I have tried their hot and sour and egg drop soup. Both are pretty bland and just very unimpressive. The egg drop is mostly egg white and as I said, just bland. The hot and sour soup just shouldn't even be served.
A Chinese takeout staple, general tsos chicken is very average. Expect popcorn sized chicken bites rather than actual chunks of chicken. There is no crisp to the fry though you could blame this on the sauce and being takeout. As for the sauce, it looks and tastes like the modified red sweet and sour sauce you'd get with sweet and sour chicken. If that's what you like then you'd probably love this. But it is not real general tsos chicken, which should have a deep, earthy sweetness with a hint of spicy kick. There is no spice in this.
I've also tried the szechuan shrimp, beef and scallops, dragon and Phoenix, and Cantonese pan fried noodle with seafood. All of these are loaded with mixed veggies. In fact, about 60-70% of the container is mixed veggies and what you actually ordered is the rest. The szechuan shrimp is not spicy at all. More sweet than anything. This is coming from someone who generally can't handle spicy foods. Beef and scallops are average. The beef is ok and tender but the scallops are thin and might as well not be there. Dragon and Phoenix is general chicken with Szechuan shrimp. So you can imagine that. The pan fried noodles were basically lo mein that was deep fried into a very thick disk and I was given essentially seafood delight to pour over it. You can imagine, it was terrible and not the thin egg noodles I was expecting.
As for the bright spots, the cheese wontons are good, the fried rice is what you'd expect. The boneless pork spare ribs are good and the seafood delight actually includes a whole lobster tail. That being said, it's a previously frozen lobster tail and it's flavor and texture make that very obvious. But it's there. Seafood is decent but I would have liked to have squid and more scallops. Instead, I got more veggies.
Overall, you'll get fast delivery and decent food for the money. But don't expect amazing food unless this sort of food is what you like. Oh yeah, they also charge $2 for delivery,...

If your on a diet and need to eat vegetables they like to load the combo dishes with veggies and 30% of it would be the protein you ordered so if that's your thing by all means go for it.
Wish they would offer more free beverages for larger orders since alot of combo orders rack up the bill. They prevent free beverages from being given out by not including the combo orders towards the free can soda price threshold this is my opinion should be removed. Keep it for the lunch specials but don't include the combo's
For someone whose currently on a veggie binge I like and at the same time don't like that 70% of your chef specialty orders that come with veggies and protein are mostly veggies and not enough protein. For example I ordered a seafood delight recently and found more greens than seafood I wouldn't mind a decent ratio like 60 greens - 40 protein but you could just tell visually upon opening the food this is just mostly veggies and the price at that point doesn't do it for me after the fact.

I was not super impressed with the cold sesame noodles (menu item number 12) here. In my opinion, cold sesame noodles are a mandatory staple of all take out Chinese places and they should be a reliably delicious late night indulgence. The cold sesame noodles here were lacking in flavour and consistency. They were a little on the watery side and the noodles were lacking substance and texture. I liked that they had plenty of crunchy additions like carrots and cabbage, but could have used some cucumbers, sesame seeds, and hot chilis. Nonetheless, the noodles were still serviceable and I'd be willing to give them one more try.
The dumplings here are wonderful. The noodle portion was thick and chewy and satisfying, while the vegetable filling was well seasoned, moist, and took up the dumpling sauce well. I ordered the dumplings "half steamed, half fried," and the gentleman at the counter obliged my special request. I was not disappointed.
