4/5: Rooftop view, ceviche win, but still no toilet seat covers
Our unplanned visit to Tope on 7/23/2025 was a pleasant surprise after wandering around downtown. Located inside The Hoxton Hotel on the corner of 4th and Burnside, right next to the Dragon Gate entrance to Old Town, this was the only place open at 4 PM, and it worked out well for us.
Our party of three was seated on the rooftop patio, where we caught a clear view of Mt. Hood in the distance and the Broadway Bridge to our left. About one-third of the rooftop had shade from the building between 4–6 PM. The space also has plenty of indoor lounge seating, and only the rooftop and part of the indoor dining have those views.
We ordered the only two mocktails on the menu at $9 each and found them well balanced and enjoyable. Our friend got the La Bodega ($18), but we forgot to follow up on her opinion. I ordered the Rockfish Ceviche ($21), which was generously lime-marinated, to the point that I didn’t need the extra lime wedges I asked for. That almost never happens. I’d gladly get it again.
A new line on our receipt caught our attention: “3 Kitchen Appreciation, $1.50.” We asked our server, who explained it is automatically added to support kitchen staff when food is ordered. We didn’t confirm whether it’s per person or per dish, but the charge was $1.50 total for the three of us.
Restroom note: Located at the rooftop lounge level are three gender-neutral, single-stall restrooms. Functional, yes, but no toilet seat covers, which loses them a star.
The hotel itself has a well-air-conditioned lobby and plenty of relaxed seating at street level if you’re waiting for a table or need a cool down before heading up.

Read moreAt first we were excited to fill up before heading out for our day. We were seated outside and ordered drinks and food. The waiter was very nice. An hour went by and none of our food was out yet. As we watched 3 other tables who were seated after us get their plates, the sun started to create a full mutiny at our table. We weren't offered any water after the first cup was gone from us melting in the sun and so we went inside to see what was happening with our food. They told us they would check on it and 15 minutes later, a plate came out. We got up again 15 minutes later to ask again and then a second plate came out. We felt time was wasting and the day was starting without us having to be certain places before they close and decided to ask for the check and let them know we are still waiting for food. A waitress brought out tiny margaritas in shot glasses to express their apologies and still no food. We ended up walking out after being there 2 hours without some of our food because we needed to be somewhere. There were 6 of us and we didnt order anything elaborate and watched as others 4 tops and 5 tops who were there an hour after us received their food within the limit. Admittedly, we came to go to Lovely Rita's, but when we arrived, it was closed, and so up to the roof we went. I'd call the food elevated Mexican. This is not the place for a bean and cheese burrito. Everything we had was delicious and quite unique. The presentations were certainly not typical. My al pastor was served as a full porkchop, sliced and covered in a slightly spicy pineapple salsa. It was tender and amazing. My pal got the carne asada which was served like a steak but sliced. It was also incredible. Mini chirros with dolce de leche dipping sauce were served warm. The cocktails were great and the chips, salsa and guacamole were so flavorful. The rooftop was lovely, and our waiter was also great, until we wanted to have our alcohol on a separate ticket because we were on a work trip and would be reimbursed for the meal only. He eventually relented but originally refused to do it. It was not super busy, there were only 2 of us, we'd had twoentries, and appetizer, ordered dessert and three adult beverages.
