I consider Frozen Art to be among the top five, including a little place in Aix-En-Provence, another in Napoli, one in Kauai, and one in Oakland. The fact that they have two different caramels is reason enough to go, and both are wonderful. One is Mexican caramel and the other a salted caramel.
