This is a must-see place for all tourists! The view of Tbilisi and its surroundings can be seen from the top. Please note that there is a restaurant Puri Guliani on the site and you can climb up to its balcony for an even better view! I was looking at the city during the day, but I realize that at night the view will be no worse. You can go down from the observation deck not only by cable car, but also by cable car.
