He first told me that it was for another subway company, which was not true. I insisted that it was indeed for Tokyo Metro, he tried to direct me to the other gate to redeem the pass, which involved going outside and walking on the bridge which was quite far away. Had to ask him if he I could simply tap in/out with the IC card, only then he gave me temporary tickets to go inside.
