Tang Dezhang is a native of the Tainan, Taiwan region. Mother is from Nanhua, Tainan; father is a Japanese police officer. Following his defeat, Tang Dezhang studied law in Japan and passed the entrance exam for Japanese judges and high officials. He subsequently returned to Taiwan. The National Army's 21st Division arrived in Tainan City from Kaohsiung after three days. It was Tang Dezhang who was arrested instead of made mayor.Twenty or thirty Constitutional Police officers broke into his home the day he was arrested. Tang Dezhang spared many adult students and Tainan society time by burning pertinent list records at his home while using his bare hands to protect the city's elite from arrest. On March 12, Tang Dezhang had his ribs smashed by a pistol, was bound behind his back, and was left to be tortured all night. Following his torture, he was dragged through the streets so that people could see him with his wrists locked behind his back and a wooden sign with his name.Today, he was taken to Minsheng Green Park to Tainanto be executed. When the February 28 Incident occurred in 1947, Tang Dezhang was suffering due to malaria, but he was still appointed as the leader of the security team to maintain security in Tainan City. Local dignitaries held a meeting to discuss the incident on March 2, and student teams and mobs began to surround the police station, causing the conflict to expand. The citizens' meeting on March 3 put forward seven demands, including no shooting and the implementation of democratically elected mayors. On March 5, the four major principles were determined and the "228 Incident Handling Committee Tainan Branch" was established, with Tang Dezhang as the leader of the security team.

The KMT army stationed in Tainan on March 11 and arrested Tang Dezhang. He burned relevant documents before being sentenced. On the 12th, he was tortured to extract a confession. He was hanged, his ribs were broken, his fingers were swollen, and he was finally tied to a truck and paraded through Tainan City. On March 13, he was charged with rebellion and publicly shot. As a respected figure by Tainan citizens, Tang Dezhang's unfair treatment aroused public outrage and made onlookers cry. The national army did not allow relatives to collect the body and forced it to be exposed in a park. Tang's wife cried beside him.
