Tang Dezhang is a native of the Tainan, Taiwan region. Mother is from Nanhua, Tainan; father is a Japanese police officer. Despite facing discrimination and being denied promotion, he was admitted to the Taipei Police Training school. As a result, Tang Dezhang is extremely unhappy and helpful to the locals in Taiwan. At that time, a resident of Taiwan province was struck and killed by a car driven by a Japanese doctor named Luuma, the head of a hospital.
