However, when we arrived at the ferry dock after the city tour, they initially refused to issue us boarding passes, saying it was sold out and the boat was over capacity. Only after we argued and asked to talk to the manager did they agree to let the boat be over the Coast Guard Capacity and issue us Boarding Passes.
