The sign is towards the rear of a business parking lot and isn't visible from the street. You'll have to park and walk around to find it which is part of the fun.

You park on the street. Plenty of free spots. It doesn't draw a huge crowd but you'll probably run into fellow explorers looking for it. No tickets are needed and there's no in cost.
