UN Gift Garden - "Good Defeats Evil" — Attraction in New York

This is the second time I was not able to see it up close, i.e. get into that park (?) that contains not only this amazing sculpture but a few others. I'm not sure what the deal is here, is it because of UN security or whatever but it seems like this territory is forbidden fruit and the only way you can see it or other stuff in the garden is through the fence. It makes no sense, what's the point of having a garden/park if you can't actually go there. But judging from other people's pics at least some lucky SOB's were somehow able to see this and other sculptures up close, get into the 'forbidden' zone so perhaps I'm just not lucky enough to have been at this location at the right time or perhaps there's something...
