I'm from London and did my passport and citizen card urgently here a few days ago. Due to the lack of supportive reviews here, I'm posting this one with a thorough breakdown to help those who want to fly to Lisbon to get it done.I tried to book appointment from consulate of London/Manchester but it was not possible. Have a look below for breakdown (I did both within 3 days- go week days, best to fly Sunday night and get it done by wednesday).
Urgent passport or citizen card: go to the "Campo da justica", the place has many compartments/buildings- go to the building J (closest metro is oriente, by the popular Vasco da Gama Lisbon, or moscavide, it's 10mnt walk from there) ,arrive early on any day of the week (7-7.30am is best if you want to collect the passport urgently on same day), wait on the line, and then 8.30 they open, collect the 'senha' or ticket, go to the room and sit, wait until your ticket number appears on screen, and go to the table assigned to you.
For passport you need a valid ID CARD and your old passport, to be able to renew the passport. urgent I paid 100 euros. They will give you a receipt and you take this and collect it from Lisbon airport terminal 1 'loja de passaporte' from 5pm onwards on the same day. Ask around terminal 1 and they will guide you. Arrive a bit early here too, like 4-4.30pm ish to make sure you get attended and are able to collect your passport early.
For citizen card, you need your old card and that's all. Urgent I paid 50 euros and you collect the next day from 5pm onwards at the same place (Campo justica building J). They will give you a receipt, brint this and your old ID for collection. Again arrive early, around 3.30pm to be able to collect on time!
It's helpful if you speak Portuguese! If you get stuck, some people know English, ask around. It is a really easy process and quick except the waiting on line.

Read moreI recently renewed my Portuguese passport and it was quick and effectient . Make sure you reach the building at least by 6:30 am . No prior appointments required for passport renewal . You will be asked the purpose of your visit and be then given a ticket . "D "tickets are for renewal " Once you are called to the counter it's all over in 10-15 minutes and if you opt for the urgent passport you have to pay 100 euros , otherwise it's 65 euros . Collection of the passport is at the Loja de passaporte terminal 1 building at approximately 4:30 - 5 pm if you had opted for the urgent option .
