This location is home to the Los Angeles Cleantech Incubator (or LACI for short). It's a "place where entrepreneurs, engineers, scientists and policymakers can collaborate, promote and support the development of clean technologies and LA’s green economy".
In essence, it is one big collaboration space with various 'cleantech' startups, community groups, government agencies, and the like all working in close proximity to one another in order to bring about discussion, thoughts, and ideas to the progression of making this world (and LA in particular) a cleaner and greener place.
The LA Dept. of Water & Power has a large chunk of this area dedicated to a "Customer Engagement Center", where customers and the public can come view energy efficient technologies, water saving practices, and the 'home of the future'. People are able to come and view various smart appliances, lighting ideas, and water saving options, all the while learning how to earn rebates on them.
