HORRIBLE customer service. I did not get some items in my shipment. I called as soon as I opened the box & noticed they were missing. I paid extra shipping to get them in time for my daughter's birthday. I left a message as they were closed when I called Fri night. I stated how upset I was as this was for a birthday. Although I was upset I figured, no big deal, I'm sure they'll apologize & send it right out. After all, it must have just been a mistake & I'm sure they want to make their customers happy. Boy was I wrong. How naive of me! Mon. comes, no return call. I sent an email in the am. No response. I called later in the day Mon. Got transferred twice. Got voicemail. Message says "we return calls in 15-20 min." I waited 45. then called them again. Was told they'd call back. Lady finally calls me. I explain situation. She says "well in this case we usually just refund." I said "why? if I still want the product? I want the necklaces." She said "when is the event?" I said "It's already passed, it was Sat." She said "then we would just refund." No "I'm sorry you didn't get your item, sorry for the inconvenience," nothing! I again said "I really still want the products." She said "I'll check on it & call you right back." Well, I waited an hr. then tried to call them back & they're closed!! Unbelievable. Then I come on here & see all these reviews & really wish I had read them before ordering from Windy City. They obviously don't give a damn about customers. Awful customer service. Read moreTerrible experience. I think people mean well Who work here , but the communication is so poor - it is not worth your time to order from here. I placed an order from their website and there was a technical error on their end (said it was going to be delivered earlier than it actually could). I called to confirm , they apologized. Told me I could order it via air and they would cancel the order that was already placed and I would receive a refund.
The new order arrived on time! And they even gave me a discount for the shipping because of the technical error on their website . However .. after this- the amount of times I have had to call to check that I have indeed received my money back is an absolute nightmare.
The 1st parcel ended up getting delivered (even though they said they would cancel it , won’t be a problem at all). I asked them to call the postal service to get it sent back to them. Their mistake - I don’t have time for their mistakes. They said they would call- they never did. I called the postal service and asked them To return to sender. They did.
I had to call Windy City again - tell them the initial package has been sent back can I please get my refund. They said yes/ I see it has arrived on our system - by next week you should see the money back on your cc.
2 weeks later I call again - still No refund . I am now waiting for a call back to see why I haven’t received my money.

Read moreI relied on the reviews here and that was a mistake indeed. First, UPS scans my package as delivered to a local post office. I go to the post office and they indicate to me that UPS does this often scanning a package that it was delivered to them and they deliver to me. Post Offic supervisor stated this was "often misleading to customers." The most infuriating matter is that my grand daughter's 1 year old pink/grey little cowgirl birthday party is the following day and I am lining up all the decorations I bought at various craft stores and in opening my box the 24 bandanas ordered are not close to being pink in color, only 1 of the two center piece decorations are missing, 1 of the 2 dangling decorations are missing. Thank God the table cloth is there and of course Windy City Novelties post card flyer that I am pretty positive I will not recommend to anyone. This is totally embarrassing to have paid such a high price for these items and not receive ... now spending time decorating around what I don't have!!! My next email and phone call will be to my American Express to file a complaint and FB. I read somewhere that there is no refund so now I will be stuck with 24 reddish bandanas!
