It was a bit hard to find this location, but the staff at Kyoto Station will be able to point you to this area. Upon reaching, go straight for the tablet to get a queue number. With 10 groups of people in front of me, it was about a 30-minute wait. During the wait, you can also browse the store's products which is a relatively small range.
Once seated, cold brew gyokuro tea is offered (they also sell this at the cashier when making payment) where there is also a card provided on how long to brew it for before pouring. I got the Anmitsu (¥1400) which came with several pieces of matcha jelly, shiratama, fruits like raspberry, peach, and also red bean paste. There's a empty wafer shell to place the items in there. This was pretty good and very well-balanced with all the different flavours. I also got the koicha (¥1100), featuring their Uji Matcha flavour (sells for ¥5400 for 30g) and this was so strong. We went in groups of 4 people and we were required to order a minimum of 4 servings. One of us doesn't eat sweets (due to age and health) but they still insisted if we didn't order we wouldn't be allowed to stay. We sat at a table with four chairs, I think the rules are too strict.
Our mood is no longer pleasant so we decided to split up and only two people stayed to try the dessert on the other side we also still sitting at the table with four chairs (so our two chairs still empty) I can't get their point I know the conditions at that time were crowded but there was no queue
I can understand if your shop is very busy, there is a queue and you require a minimum order for us. On the other side i also know that many restaurants in Japan have rules like that. but I think you have to be flexible depending on the conditions

This is an infuriatingly difficult place to find if you’ve never been here. As a public service: exit JR Rail through the West Gate. You’ll see two small escalators on the left in front of you. Take the escalators up and turn left.
You get a complimentary gyokuro green tea. The matcha jelly was soft and bouncy, but doesn’t have a rich matcha taste. The ice cream on the other hand is a winner. The matcha taste is bursting through my mouth with every bite. The accompanying red bean paste complements it well, as it should be since it’s a well-known side to matcha.
