To start, most of the staff appeared sad, which I later learned from one of the that some have been working for more than 11 hours.
Although the staff are not explicitly rude, their communication tends to be straightforward and blunt in their choice of words. I was repeatedly reminded that the soup was 'only enough for one person' before I even finished ordering. I have never intended to order just one soup anyway. Not only that, my wife who approached the staff to enquire about the choice of cakes available as she wanted to arrange for a surprise birthday cake, was also repeatedly informed that they could provide us with a complimentary cake. Despite my wife requesting them to go through the desserts/cake options available, they didn’t seemed to be bothered. To be repeatedly told that the soup is only enough for one person and is not suitable for sharing, and at the same time being told that they can give us a complimentary cake is just a weird experience all together. To make it straight, I can afford to order two soups, and although I appreciate the complimentary cake, I can also afford to pay for my own cake, which I ended up ordering myself
The server definitely needed more training. When serving the food, he didn't bother asking who ordered what, and when I corrected him about my wife's risotto, he just pushed/dragged the plate along the table from my end to my wife. The last time I experienced such lack of etiquette/ serving skills was when I was enjoying a simple RM3 roti canai with my friend at an Indian stall. Definitely never experienced that in any restaurant, be it a 4-star hotel.
The food was, at best, average. The soup had a mild taste, the risotto was tasteless, and my steak, ordered medium rare, had varying degrees of doneness in the same piece. I am glad they ran out of Wagyu ribeye, otherwise, it would have been a waste. My wife can't even finish half of the risotto, and I am surprised that the waitress who collected the plate did not notice anything wrong.
The entire experience was weird. I observed another staff member serving a complimentary birthday cake to another table with no expression on her face, and she wasn't even bothered to wish them a happy birthday. Some staff seemed tired and indifferent. Coming from F&B myself, I understand the exhaustion. I would be dead inside too if I were working for more than 11 hours. However, I still expected a better dining experience from a 4-star hotel charging RM450 per person.
After this hellish experience, I will definitely move on from Hilton. I've been with IHG for my recent stays, and they have been amazing. However, Hilton really needs to step up its game, as experiences like these will be giving Malaysia's hospitality...

Personally I enjoyed the ambience of the restaurant since it was relatively quiet and it had a pretty nice view. As for the service I would say the waitresses are really nice and patient which is definitely a plus point.
Unfortunately, the food taste and standard is the exact opposite... To start things off, the mushroom soup was terrible; it wouldn't be a far shot to say that this is the worst mushroom soup I have ever tasted for 45 ringgit. The soup was bland and the consistency was watery (you can view the video for evidence) . It just felt like mushroom soup from a can which was severely diltued and a small drop of oil added on top. I was greatly appalled by how bad mushroom soup can actually taste and this soup definitely takes the cake. Not sure if the chef used to work in a Chinese restaurant so he assumed that mushroom soup is meant to be the same texture as those found in Asian soup?
The next dish which came was the aglio e olio was linguine with garlic and some dried chilli and cherry tomatoes. Given the horrible start due to the mushroom soup, I would say that this dish is was slightly better than the soup. At least this dish looked presentable but once again the dish was bland and lacked the garlic aroma which is usually present in aglio e olio; the garlic is obviously undercooked. All I tasted was linguine in its raw form and a clump of oil which was really hard to digest. Even the addition of salt and pepper couldn't salvage much of this situation.
Finally we also ordered the pizza quattro formaggi which was equally disappointing. At this point of time, I was expecting a dish which taste terrible and indded it wasn't far off my expectation. As the name of the dish quattro formaggi suggest, I would expect 4 cheeses to be in it but all I could taste was 2 (most likely parmesan and cheddar). Honestly, it just felt like an overly priced pizza from pizza hut. In order to salvage the situation, we asked for some honey in order to pair it with the pizza. However the honey was some low quality overly sweet syrup which I wouldn't even classify as honey.
In the end the food was so bad we decided to cancel our desserts in order to end ourselves from this 'punishment'. Overall, I will visit here again just for drinks since the environment is still pleasant but I will never ever come here for the food since it is not only overly priced but terrible in taste I hope that reviewers who claim that the food served here is authentic and delicious would consider visiting more...

I just went through the Google review and was surprised to see many comments on the bad service. My experience there was not pleasant either. They look like they are trying so hard to be just like those 5 star restaurants in New York but they failed big time for over acting! They failed due to "slow to react" & lack of manpower. The food was just ok. Presentations were ok too. But the most upsetting things were the "WAITING" thingy. Before we came, I called to tell them that I will be 30 minutes early as I have a train to catch at 8.15pm. The lady over the phone said all is good and I can come at 6pm instead of 6.30pm. The order was through online, "Celebrate Love at Tosca - A Budding Love Story" at RM358 for 2 obviously. I even put a "NOTE" on my order which was supposed to start at 6.30pm through an online order that I will come 30 minutes earlier due to a train that we have to catch at 8.15pm. The first 2 dishes were ok as the place was not busy (2 tables including us). It all started from the 3rd dish which is the main and it came slightly late. By then there were about 4 to 5 groups of new customers came in and it looks like they can't handle it. They didn't clear the small sauce plates which was on the table all the time (it looks messy and ugly for fine dining). We waited for our desserts for about 20 minutes and decided to leave. Soon they realize that we are leaving the place, they insist to pack for us the desserts which I threw it away at City Square bin. We paid RM358 so that we could enjoy the food with nice ambience. Also not with a nosy neighbour beside us where you can actually put them elsewhere (there are many empty tables). And for you to take note of your customer needs for example, 'My time limitation'. They should have checked with me if I want my food to be served one after another since I am in a hurry. Overall my experience was definitely not a good...
