IHOP — Restaurant in Ventura

Called in on Sun to see if they carry the happy hour menu and was told that was the last day. They also do takeout for happy hour so it was no brainer that we're having IHOP for lunch. It's been years since I've stepped into IHOP and their furniture always felt greasy to the touch, my assumption is the lack of ventilation and this location was no exception. We called in our order and got there close to 3P, there was no one in the restaurant except a handful of staff. It's quite depressing because IHOP always depict people happily eating their pancakes and ironic really as there was no one around to enjoy the happy hour. I hope this chain will survive the pandemic. Maybe consider making the happy hour menu permanent? Food wise, we ordered three items from the happy hour menu, each were $6 at this location (some $5) which is a steal these days. The BLT and steakburger sandwiches were good, the ham in omelette was salty for my taste but was also good. The pancakes that came with the omelette were fluffy and tasted heavenly with maple syrup! Food was good, but the guy serving me and my friend gave us "a little more time to order" after asking us what we wanted to eat 5 minutes after sitting down, and we ended up waiting I'd say around 30-40 minutes to order, even after we tried to get his attention a couple times. When he finally got around to us, my friend had trouble looking for a certain item on the menu, and instead of getting maybe even a suggestion, he slapped his notebook closed and "gave us a bit more time". Another 10 minutes went by, and people that arrived there after us were leaving before we even got served. Don't know his name, but he was the only one serving in the restaurant at the time of arrival (3:30 pm as of writing). Overall, it was just very frustrating 45 minutes. the food was fresh, hot, and fast. Except the service was awful, we were greeted quickly and seated quickly. Had our orders taken quickly, that's where it started to get bad. The waitress passed by 5 or 6 times and didn't notice my empty cup. The clean up guy pass by twice and on the second time asked if I wanted a refill on our drink. I finished my cup of water and then waited 15 mins after my plates had been taken away, after the 15 min the waitress asked if I wanted a refill on my water. I then took out my payment card and put it on the table, in plain site on the edge (as far as I know that means I'm ready to pay) the waitress pass by 10 to maybe 15 times.
