I am giving this location a 2 star at this time and hope to update it in the future, assuming improvement. If it does not improve, I can not recommend going.
For reference, I live less than 5 minutes from the restaurant and I drove through the mobile pickup line.
No one acknowledged me for about 5 minutes after I pulled up to the window. The gentleman at the window was super friendly with a big smile. I will say having recently opened in a time when it is hard to find people, I can understand a bit of a wait, which is what I experienced.
What I did not understand was the half empty bowls I opened when I got home. Go to other chipotles and you will have consistency in the amount of food served. This was maybe half that. To be honest, maybe less than half. I was kind of shocked and felt pretty robbed. I can only compare it buying a 12 pack of soda and opening it at home to find 6 or 7 cans.
The chips. Half of them were crispy as they should be. Half of them were floppy and gross. And I don't mean a little soggy like they sat for a bit. I mean you picked it up and it flopped over itself.
The food as a whole was not hot and again, I don't live far. I won't go as far as to say it was all cold but some of it was.

Far from the hit-or-miss nature of the location at the intersection of Ogden and Jackson in my current home city of Milwaukee, my singular experience with this Chipotle in its very short life has distinguished it from the other locations I have been to.
Everything about the location was on point especially for an opening. The steak in the burrito I had was easily the best-seasoned Chipotle steak I have had, with the right amount of flavor and spice, and the remainder of the ingredients were as fresh as I have seen. Moreover, the employees did not underload the burrito with steak even after ordering double meat as tends to happen at the Ogden location in particular. I often go to the Milwaukee Chipotle when I go to the airport because I don't have one in my town and look forward to it just to be let down EVERY time by mean employees and a crappy burrito that I paid $15 for. However, I was housesitting in West Bend and saw they had a Chipotle and I was excited to grab a burrito. This Chipotle changed my perception of Chipotle and regained my faith in their food. Every single employee was beyond nice, both my daughter and my burritos were filled to the brim, they offered to give me a sample of the new Al Pastor chicken which I took and loved it so I switched my meat to that.
