This is an excellent smaller park in Mount Vernon, Washington. It's on the west side of the Skagit River and there is a path under the bridge to a less developed area on the north side of the state highway. Although the levee is not a public trail, it was obvious to me that many people walk there (as did I).
The park itself has a number of facilities for families, a set of lavatories, ball fields, and an fenced area where dogs appear to be welcome. I would recommend policing your dog's feces to preserve our use of the area. (This is a pet peeve of mine and there are so many places where dogs are no longer welcome because owners refuse to police the area after using it. Grrr...)
We walked almost two miles using the levee road north from the park. That was good for both of us.

Lots of shade trees scattered around the well groomed grass. 3. Open grassy area for sun and running games. 4. picnic tables. 5. views of the Skagit river. 6. plenty of parking. 7. Fun fish sculpture for photo opportunities. 8. manages to feel secluded, while being right in town. Back to that playground. While it is designed for older children, our two year old loved it and was independently able to maneuver it. Though the moving bridge was challenging. At one point her feet slipped right off the side leaving her dangling from the handrail, and in need of a quick rescue. I might suggest stationing yourself by the bridge, if your child is under...

Turf tee pads at the moment...way finding is a little challenging but doable...Do yourself a favor and grab a map off one of the disc golf apps. Me buddy and I play all of them around here and we really enjoyed our two rounds here Memorial Day...
