Where do I even start. In November I did an immediate move out due to the horrendous conditions of this building and their staff. As a freshman it is so easy to buy into this "luxury" student living building. I was sold on safety, cleanliness, and over all the look of the building. I didn't know until I moved in the regret I would have. Days before I moved in they were posting about how they were cleaning up the apartments and getting ready but when I moved in the first thing I saw was a old chip on the ground, crumbs all over the counters, a backed up dishwasher, a fruit fly infestation (that never went away), and I had a humidity issue (windows are not properly sealed). My main issues are the safety protocols of this place, I lived on the third floor, ever since I moved in the parking garage never closed and on top of that my door into the floor from he parking garage didn't close or lock, what is funny is this was brought up to management multiple time but it did not get fixed until my incident and I decided to go after them for not keeping me safe as a resident. I lived in a one bed room apartment paying 1600 a month (soon after learning about other places, this is outrageous to me). One Monday night while in bed I heard knocking on my door but I had a movie on so I thought it was that cause I did not invite anyone over, soon after that I heard another and still assumed it was the movie. I then felt a bang that shook my entire bed on the other side of the apartment from the door, I immediately assumed someone broke into my apartment and I called 911, I also called the on call number for jolly and did not get an answer till my third time trying. I was told they could do nothing about the situation. Thankfully I bought a door safety lock that prevented them from breaking in and it was bent and half with how hard my door was hit, there was a dent in my door also. With the officer and the possibility of a threat in the building we called the on call number again where the officer asked to see footage of the incident and to see who and what happened, we were told there was nothing to be done. No one even come to look at my door which was loose. I had to ask friend to stay with me I was so scared to stay by myself again. Long story short after fighting with them a while the next day to see the footage and bringing the authorities in (cause you are not allowed to see yourself what happened to your apartment you paid 1600 a month for) It was a large group of people going around till 3am banging on doors and messing around in large communal spaces. The girl who back kicked my apartment wasn't even given a slap on a wrist, and that were too busy fining the people in involved to make money of the situation that happened to me, they didn't even want to ban the girl from the property. VERY soon after days arguing with them that I did not even feel safe walking down the hallway to get to my apartment let alone live in my apartment, I decided for my safety to move out and still pay rent till I didn't have to anymore (that's how bad it was) They become petty with me by saying I went over in electricity ( funny thing is, I wasn't even living in the building and I turned off the AC) so how? They may say its safe but when put in a situation where safety should matter they do nothing about it. The officer there stated this is a reoccurring problem. Read moreUnfortunately after living at the Jolly Roger for over 2 years, I have changed my views on what used to be a great place to live for students.
When we first moved in, our apartment was not finished for us to move in. Still, we were told it was ready and could move in. As a result of hastening, we had a lot of plumbing issues that impeded us from doing our personal and hygienic deeds on the daily such as using the toilet, showering, washing our dishes, washing our hands, etc. for some days until they were fixed. Unluckily for us, we only found more issues in the apartment as we fully moved in.
Being that it is a new apartment complex, we never expected to have any pests infestations, however, we had roaches and other small bugs. It took about 3-5 weeks to get rid of the pests, and although maintenance personnel came in to spray our apartment, that did not seem to be enough and there were not any further check-ins.
For the first FOUR months of moving in, we did not have the TV that we were promised when we paid and signed our lease. Adding on, I had a family member visit me from over 2 hours away and they got their car towed due to an incompetence in communication between the Jolly Roger and the towing company. When I asked the Jolly Roger if there’s anything they could do they said no and lied to me by saying they have no affiliation with the towing company and it is a Pitt County matter; however, the towing company showed me the contract they had with the Jolly Roger.
Personally, I don’t condone lies, especially by the management from the apartment where I live. The management has become very imprudent and unsympathetic towards simple situations such as disregarding my fellow roommates inquiries for their future living there due to falling behind on rent. It goes to show that they value money more over customers. Which should never be the case and as a result there is a decline in tenants— as the strategies of marketing say. Many of the first tenants are now leaving if they haven’t already left due to the lack of care by management and the issues emerged throughout the years.
The rent for us, who have lived there for 2 years, was not going to be the same (which is the bare minimum), it would go up for almost $300 more/per person. It’s outrageous how they have changed so much in such little time and therefore there is no good comments I could make about the Jolly Roger.
I value care, honesty, and respect, and the Jolly Roger facade through all those until they found out we would not resign. The amenities are doable, but they restrict the pool heavily and even when family comes over you can only have two guests… it was a pain to invite my family and friends over because they would make it so complicated so eventually I stopped inviting them.
If you are willing to pay a lot of money to live here, use amenities with high restrictions, and put up with the compassionless managers dealing with STUDENTS, then this is the...

Posting this anonymously because I’m still currently stuck in a lease here — and yes, the lease is so extreme it makes you fear posting honest reviews because of possible legal threats.
Most of the 5-star reviews are from people who just took a tour. Management encourages visitors to leave positive reviews immediately after touring, which inflates the building’s rating. The reality of living here is a completely different story.
Here’s what you’re really signing up for: • Elevators break every other week — expect to walk multiple flights often. • Dog poop and trash in stairwells and parking garage — it’s disgusting and impossible to avoid. • Mold growing in the stairwells and garage with no cleanup or effort to fix it. • Trash rooms are overflowing, and they don’t even push the bags down the chute. • Rooftop pool is rusty and dirty, with broken chairs, broken lights, and filthy grills that start fires. • AC units get packed with dust and filth, and management tries to blame it on candles or pets (completely false). • Appliances are super cheap — fridge handles break, washer/dryer malfunctions, dishwasher doesn’t clean. Constant issues. • You will always go over your utility limit, and they’ll hit you with fees — even when you barely use anything. • Lights constantly go out in hallways, garages, and the rooftop — they never fix them. • The grills on the rooftop are greasy and nasty, and they spark up mini fires while cooking. • There’s no snow or ice removal in the winter — sidewalks, stairs, and garages become ice rinks. • Staff is always watching — they’ll fine you for leaving out trash for 10 minutes, but won’t clean up the dog crap, mold, or messes in common areas. • They try to catch you slipping on every rule, but do nothing about the property being dirty, broken, and neglected. • Constant maintenance issues are reported — and ignored. • Pressure to re-sign within 2 months of moving in, with fake claims they’re 99% full — yet there are empty units months later. • Once you re-sign, you’re trapped. They won’t let you out, even if you try to find someone to take your place.

BOTTOM LINE: If you’re a student or parent looking for housing near ECU — STAY AWAY. This place is all about fake appearances, false promises, and ridiculous lease terms.
