Morrow City Hall — Local services in Morrow

On 7/08 I was pulled by officer SAMUELS (overweight African American guy with glasses) for no tag. Officer informed me and I told him I had purchased the car 2 Fridays ago from auction. Also told him I was just leaving emissions and that I was going directly home. Had been to emissions 2x because they’d told me to drive 60 more miles. I told Officer the truth and he wrote me a ticket based on it. I looked up the law and it stated I had 7 BUSINESS days under presumption that it was a casual purchase although I’d told him it was an auction purchased. Based on that truth, dating from 6/28, two Fridays prior, and the fact that the week prior was 4th of July, this would have put me on business day number 5. He ignored all of this and still issued the ticket. I went to defend myself in court on 12/9, and the officer told the solicitor, under oath, that he’d known for a fact the the purchase was casual with no proof even though I’d stated that it was bought at an auction. He lied and it should cost him his job and I want my money back as well. Dishonesty, and lacking values morals and ethics in order to strip citizens of their dignity, reputation, and finances. He doesn’t take anyone seriously and was obviously as unorganized during court as he was when he told me I had 7 days to get the car registered when it was in fact 7 business days had it been a casual purchase, but it wasn’t. I told the truth and was still convicted. Shame on the entire city of Morrow. I used to support this city but now I will treat it as a criminal empire that is money starved. He also risked the lives of many other people crossing 4 lanes recklessly to pull me over. Guy is just a slouch and careless. I wouldn’t recommend him...
