Paddle Penn's Landing — Local services in Philadelphia

Awful experience. Tried to take my two daughters to the paddle boats. Google said they were open at 10a on Saturday. We got there at 11:10am. Closed. Checked the website and it said they opened at 12pm. We walked around in the hot sun for an hour and returned at 12:10p. A guy on the dock had set everything up and was sitting, on his phone. I called over and he said to go in the nearby office for tickets. We walked in and three people were at the lifevest area. I asked about tickets. Two of them rolled their eyes and looked away, saying nothing. The 3rd didn't turn her head to me, just silently pointed away to a 4th person I hadn't seen. I asked that guy about tickets and he said they opened at 12:30p. I checked my watch: 12:15p. Let's recap: dude at the dock had everything set up at noon and was on his phone. The 3 behind the lifevest counter doing exactly zip; two sets of eye rolls and a finger point. 4th guy chilling at the desk. I pointed out the website said noon. My experience with no personal comments: They make you wait for 2 different lines (~20 mins) just to get tickets and lifejackets, then tell you it’s closed.
