During my time at @FOX 2 - St. Louis, I investigated the city’s ethics as we received word of the inhumane conditions at the Medium Security Instituion jail, known as #TheWorkhouse in #stlouis. Since then, The Workhouse has been shut down and inmates are sent to the City Justice Center. I have to recall these times when investigating the recent death of a detainee at the City Justice Center. We should take a look at how these detainees are kept safe during their time at the CJC. Yesterday (7/20/25) Samuel Hayes Jr. was found unresponsive after being held in a restraint chair. He later died at the hospital. Sending sincere condolences to Mr. Hayes family and friends.

The #Stlouis city is now investigating the death of a detainee while in custody at the jail. The city jail has been a problem that needed fixing for decades, yet it has only gotten worse. First, to all these people chiming in and saying the people in the jail are criminals and they get what they deserve, consider this: Those in the city jail have NOT been convicted of a crime. Under the law, they are INNOCENT until proven guilty. A few may be there for low level offenses. Many of you will recall when President Trump was arrested and charged with a crime. His supporters continued to proclaim his innocence. Besides that, Trump had the money to bail himself out of jail. Many of the people in the city jail are poor and don’t have the money to post bond. So if you didn't call Trump a criminal when he was arrested and charged, think of those at the city jail the same way. I've talked to many of the families of those housed at the downtown jail. They tell me the detainees are being housed in inhumane conditions. I experienced the vitriol of the public first-hand back in about 2017 before the Workhouse was demolished. I was doing social media reports on the lack of air conditioning at the Workhouse during a heat wave with temperatures in the triple digits. The temperature in some areas of the building was 108 degrees. On camera, the detainees pleaded with me for help. My social media spotlight on the problem helped force the city to bring in portable air conditioners to give detainees some relief. But I've never had so many followers go against me on a story as they did on that one. I stuck with my position that I was right, no matter what anyone said, because the detainees deserve to be treated like human beings; they have not even had a trial and were presumed innocent. The Workhouse has been demolished, so there's only the downtown jail to crowd everyone into. It's crowded, and there aren't enough correctional officers and others. I'm told often it’s hard for detainees to get their meds promptly. Yet nothing has been done. @mayorcaraspencerstl admitted at her inauguration that action was needed. But detainees and their families tell me they have not seen any serious measures yet. I know there’s been a devastating tornado, but the Mayor’s office has to juggle multiple demands, and this is one of them. Now there is a detainee's death being investigated. The City is responsible for the Well-Being of detainees when they are put behind bars. St Louis is failing miserably at safeguarding people who have not even had a trial. I don't want to hear the usual crowd of people saying Democrats love criminals, or that the detainees should have obeyed the law, and they would not have been in jail. Think about Trump‘s plight with the criminal justice system when you consider saying something that makes no sense at all. Remember the Detainees HAVEN'T HAD A TRIAL YET. THEY ARE PRESUMED INNOCENT. THEY DESERVED TO BE TREATED LIKE HUMAN BEINGS. This is something Mayor Spencer’s Administration MUST get on top of immediately. It's a problem that continues to get worse. This can't be who their hiring within this facility. I called there to find out why they came to a friend house and tried to walk in her house to get her 30+ old son who NEVER EVER been in jail, EVER. Y'all it was over a ticket someone used his name, they came back the next day on a Saturday, and got him off the front porch after he just got off from work. Now, I'm calling 9+ number to find out what happened,even went down there and nobody knows absolutely nothing. Then the lady at the front desk was Soo rude, I couldn't believe she was employed there. This has to 🛑 STOP. NOT everyone in jail suppose to be there, so be mindful of who y'all put in these positions. I sat there for 3 hours, nobody knew anything, so I called back the next day which is July 3,2025.(Yes, today). I sat at home for 3 hours while I kept getting the round around. I was place on hold so many times, transferred so many times and then was treated so rudely. I was literally pissed at this time, then this lady in the bondman department ask me his name, of course I told her then started to spell it. Y'all she cut me off and said" I didn't ask you to spell it, I know how to spell" I said look most don't know how to spell his name correctly so I am ALWAYS ask to spell it. " Well I'm not, everyone,I know how to spell"...I literally spoke to 10 people just to get nowhere. I had to hire a lawyer to handle this because this facility is VERY UNPROFESSIONAL!! I know this jail is not operating by standard due to who their hiring there... WE HAVE TO DO 💯% BETTER THAN THIS.. Now, I found out, charges has been drop, but paperwork hasn't been processed by the clerk yet. They drop it after he been in there, since Friday. So he's sitting in there waiting on a court clerk to do her part. Y'all I can't do Missouri anymore..A innocent working man, has to pay a bond just to be released??!! Must be the money pool huh??!! We're all moving from Missouri ASAP.... We don't brake laws, we are hardworking taxpayers. There will not be any railroading our family here...Then when I ask for a complaint number, I got the runaround again. #EVERY Company HAS A COMPLAINT NUMBER, UNLESS YOU OWN IT. MOST SHOULD IF YOU WANT TO RUN A PRODUCTIVE BUSINESS.... only way you will know what's going on... Better...

I felt like I was at a POW camp just for failing to appear to a court date I didn't know I had. The staff was unbelievably rude, incompetent, and downright cruel. I was refused a blanket and made to sleep sitting up in a hard chair, locked in a room with no bathroom. Nobody checked on me all night and almost had to decide on a spot to use the bathroom.

Somebody was uncooperative and required being pepper sprayed. A pepper spray grenade was used on a holding cell adjacent from the "room" I was being held in. I say "room" because there were walls and a locked door but no ceiling. So the pepper spray that was in the air easily found its way to where I was held. Even after having a severe respiratory reaction I was not even allowed water.

Somebody could die in this place and the guards wouldn't know for hours and hours. I am very quiet and respectful, which will get you nothing in this place. Repeated asking respectfully for water or a bathroom will go ignored for hours, forcing usually respectful inmates to act out just to get a drink of water. This creates an extremely hostile environment for everyone involved.

I was dumfounded at first at how loud and rude the inmates were to the C.O.'s. which is why I was even more surprised that being respectful was completely ineffective at getting anything. They had a riot about a year ago amongst the inmates due to horrible conditions and I was not surprised in the least, and my experience there caused me to cheer for the inmates. Because I know first hand that all they're fighting for is basic human rights.

I know incarceration isn't meant to be fun but the Justice Center borders on inhumane. They C.O.'s treat you as lesser than human. It more closely resembles conditions you'd expect in a dog pound, and that's not an exaggeration. I am amazed that in the 2020's this kind of treatment is still allowed. Something...

This place is a first place in the last place. I will want to visit. They gave us brown paper bags with a dry sandwich, some tortilla chips and a piece of cornbread for breakfast & lunch. And im assuming for dinner. They did not attend to any of our concerns they literally ignored use. They didn't give us any toothpaste brush. We able to wash our hands. The girl whom i shared cells with she was on her cycle which came through her shorts. They did not give her any pads. They never even contacted The other district's a notified that I was there They told me that they had but they had not. I was there for at least over twelve hours You can ask them a question and they will walk past like they never heard you like you don't exist. I even notified to them that I had high Blood Pressure. And I was never seen by a nurse. They are not treating the cell mates right they are just disgusting this place is horrible And they are liars The officer who picked me up ask if I was wanted anywhere else and the other guy said no and by the time I got other station. I was wanted at another place. This just shows that they dont do anything like i said they never notified the other district that i was there, but they kept telling me that they will come when they fill like itthe whole time the other district never knew i was there. I have a book to tell about this place this is horrible and i feel for those who or there now. Nobody should be treated like this.
