Please take note of the following review for Spring Street Apartments 750 Spring Street Medford, Oregon, managed by Cascade Management. The supervisor for these apartments is Jasmine Luna-Gomez. Unfortunately, she does not show empathy towards disabled and older residents. It seems that she is biased and often takes the manager's side. Additionally, when issues are reported to her, she does not take action or show concern. Warning!!!! BEDBUGS!!!! SPIDERS!!! As of Sunday, August 11, 2024 the apartments currently has bedbugs. The complex inside is somewhat being treated, but the bedbugs still keep coming back. This apartment complex has serious problems with bedbugs and spiders. Almost every apartment is infested with bedbugs. If you report the issue to the manager and show them the bites, they will call the inspector from Point Pest Control. However, if the inspectors don't find bedbugs during their inspection, they won't treat your apartment even if you have been bitten. Some residents have been dealing with this issue and continue to be bitten. There are people living here whose apartments have been treated, but they're still getting bedbugs because other units have bedbugs, and the bedbugs are spreading back to their apartments. Additionally, the new manager will issue a notice of violation if your apartment has bedbugs, claiming that you failed to report the problem sooner. That is a lie and unfair and stupid to do. People have been continuing getting bitten in the Manager still doesn’t treat their apartments Instead you get a notice of violation The Apartments are not well taken care of. People walk their dogs and don't bother to pick up after them. The property has a problem with spiders inside the units as well as outside the units. The apartments from the outside are not well-maintained; the maintenance doesn't address the issue. Maintenance is lazyand doesn't care. He is stupid that makes fun of people. There are cobwebs and spiders inside and outside Surrounding the doors to get in. The community room furniture needs to be redone or thrown in the trash can. It’s old and has a bad odor, and the manager doesn't care. I don’t recommend living here. There are a lot of unhappy people and troublemakers. The manager takes sides and she supports bullying because she’s a bully herself. She finds reasons to give you a notice of violation and tries to evict you for things that you’re innocent of.
As of 2023, a new property manager was hired, but things have not improved; in fact, they have only worsened since she took over.
This manager is a nightmare. She enables bullying. If you're a victim of bullying from a resident and you report it to the manager, and if she doesn’t like you, she does nothing about it.
She will find every little reason to evict you or give you a notice of violation. This manager lies out of her mouth. She has no business running this disabled complex. She shows no empathy, she is full of herself she mocks, and she enables bullying because she’s a bully herself. She has her favorites in the community, and she gossips with them while speaking negatively of residents she doesn't like. She exposes their private matters to the people she favors, and this information spreads throughout the community.
I believe the manager should have been charged and fired. You can try to report it to her superiors, but they do nothing about it. It seems like everybody is just kissing everybody's butts. We believe that she's taking money from the company and pocketing it. That's how they operate. We've tried reporting it to the president of Cascade Management, but they don't seem to care. My advice to current renters who are being treated in illegal ways is to FIGHT BACK. They count on the fact that you won't!
If you get food stamps or OHP you can have your legal fees waved. Go to small claims court! You won't need a lawyer! You don't need to pay filing fees!
Keep a paper trail of their misdeeds!
For every month that they violate the laws, you can sue for punitive damages equal to 3x the monthly rent.
Even if you're subsidized.... You can sue for 3x the value of the rent each month they harass you, or refuse to do maintenance, or whatever they are doing that is against the lease agreement.
If you are a protected class...if what is happening is due to your sex or race or age or if it's involving a domestic violence that they are turning around on the victim...Involve fair housing! They can get hefty fines from HUD for those types of violations!
Don't give up! You aren't alone. So many people are treated the same way and we need to stand up for ourselves against companies who are meant to help vulnerable people and instead they benefit from us and are causing us great harm!
Most recently, our manager has threatened us with eviction proceedings when my son was playing catch outside...saying that my son isn't allowed to play on the property with a ball! Even though we've played onsite with balls for 10 years! She's said that the lease prohibits "recreational equipment". Which is saying that anything she determines is "recreational" (which could be ANYTHING my child plays with)....puts us at risk of eviction!
Of course...in 10 years of living here no one else was held to this standard. The manager Amy Ceritelli is only attacking my household as retaliation. Kim Schellman at the corporate office has always backed her up. The companies lawyer was happy to help with the harassment we've experienced until fair housing threatened them with a report to HUD.
Once my lawsuits are finished they'll be paying 10k on one and 6k (or more if they don't stop what they're doing) for a second due to the ongoing nature of the problems and my vast evidence as well as agreement from fair housing of their guilt. I'll keep going if they continue harassing us.
People deserve lease agreements that are followed by all parties involved. Cascade is not above the law.

I constantly had problems with them telling me I was late on rent or didn't pay all of my rent when in fact I did. (Their mistake). When I first moved to to the Sunnyslope Manor Appartments in Salem Oregon, they had a great company with a wonderful wonderful manager. She was very understanding and always made sure everything was taken care of. When Cascade Management took over the Apartments everything went down hill, including the landscaping of the property. English was the new managers second language and was very hard to understand anything she said during conversations. When I had maintenance that needed to be done to my place I would get a 24 hour notice for entry to fix the problem and the maintenance man never showed up, this happened four times in a row and it never was attended to. I had a leak in my ceiling and they hired people who never even showed up! I had to call the manager and she seriously had no clue the people to fix it never showed up. Ridiculous things like that. I am a single mother and sometimes worked awkward hours so I had a baby sitter. I was constantly accused of my baby sitter living in my apartment and was harassed by the manager every month about it, even when I had my baby sitter give proof of residency elsewhere. Not to mention random inspections every 3 months or so. So many rules (like only being able to have five flower pots on my porch) but yet they NEVER took care of major maintenance issues. I went without a garbage disposal for over 5 months! The people who work at the offices itself (ED and head CEO) were impossible to get ahold of, took them months to contact me back after calling and leaving several messages about issues. It was such a stressful and horrible experience having to deal with this company. I finally got so tired of the issues I just put my 30 day notice to move out. Happy ever since.
