When ordering, another staff member from a distance came over instead, while he just stood there doing nothing the whole time. Even at checkout, he didn’t say a single word— not even a basic greeting. If this was some kind of deliberate “personal style,” I could still try to understand, but in the service industry, basic courtesy should be the minimum requirement. If someone simply likes standing expressionless, perhaps joining the Self-Defense Forces would be more suitable than being a waiter.
