This evening, I dined at Tutto Passa restaurant in El Nido and ordered the Paccheri al Ragù di Manzo Wagyu. Unfortunately, the experience was disappointing and outright shocking.
First, the dish served had a very small amount of meat, and the meat itself was chewy and lacked any characteristics of authentic Wagyu beef. Sensing something was off, I spoke with the head chef, who eventually admitted that the meat used was actually beef round, a much cheaper and lower-quality cut.
The restaurant manager, clearly lacking any professionalism, clumsily attempted to bribe me with a complimentary alcoholic drink instead of addressing the issue appropriately. He initially insisted that the meat was Wagyu, but when pressed further, he failed to provide the label or traceability details to prove its origin.
This situation constitutes false advertising, which is explicitly prohibited under the Philippine Consumer Act (Republic Act No. 7394). According to this law, customers are entitled to accurate and truthful information about the products they purchase, and any misrepresentation is punishable by law.

The staff were friendly, attentive and professional.
Prices are very fair. Solo person, one pizza and one cocktail was ₽830 with the service charge included.
They don’t have Aperol Spritz which is heartbreaking. I believe if you’re gonna call yourself an Italian restaurant then you should absolutely have Aperol Spritz on the menu. So I opted for the caipirinha which was delicious. Small in quantity as the cup was mostly crushed ice, but big on taste. Well balanced.
Now for the least favourite part. A margarita or margherita (in Italian) pizza should be basic. Red sauce, a few pieces of unripened mozzarella cheese, and basil. In this case there was far too much cheese and poor quality cheese at that. More of a shredded and firm mozzarella. It was covered in cheese. The sauce was too sweet. The crust wasn’t southern Italian style either - it was mostly flat as opposed to the bubbly crunchy authentic Neapolitan style. This isn’t to say that it wasn’t edible, it’s just not the ingredients and taste you expect from a real authentic southern Italy pizza. Still good, but not to my personal tastes.

We ordered the risotto and a pizza, the risotto was tasty but dry, as if it had waited 10min to be served, which is a long time for a risotto. Given it costs 850php, we think it's not good value for money. As for the pizza, unlike the ones we've seen in the tables next to us, it was burnt and the only reason it wasn't returned was because my gf was starving. I told this to the waiter and asked him to tell the chef. They acknowledged and apologised by taking it out from the bill, which at least made up for the sub-par experience.
We also had a bottle of pinot grigio, which we enjoyed and thought it was good value for money.
